Privacy. Each development shall provide reasonable visual and acoustical privacy for dwelling units and surrounding properties. Fences, insulation, walks, barriers, and landscaping shall be used, as appropriate, for the protection and aesthetic enhancement of the property and the privacy of its occupants and surrounding properties, screening of objectionable view or uses, and reduction of noise. Where windows are placed in only one of two facing walls or there are not windows, or where the builder provides adequate screening for windows, or where the windows are at such a height or location to provide adequate privacy, the building spacing or setback requirements may be reduced. Where the developer provides privacy by reducing traffic flow through street layout such as short cul-de-sacs, or by screening or planting, or by facing the structure toward or a pedestrian way or through the room layout, setback and building spacing requirements may be reduced.
