This chapter shall at all times be interpreted in accordance with the enabling legislation of the New Jersey State Legislature and the judicial decisions of the courts of the State of New Jersey, and the interpretation shall at all times be designed to effectively promote and safeguard the health, morals, safety and general welfare of the citizens of this Township and those other members of the general public affected hereby.

Any person (including any firm, partnership, corporation, or association of any kind) violating any of the provisions of this chapter shall, upon conviction, be subject to the penalty prescribed in Chapter 1, Article II, General Penalty, of the Code of the Township of Willingboro on police regulations. Each day that a violation continues shall be regarded as a new and separate violation of this chapter.

Any amendments to this chapter shall become effective only after introduction, notice, public hearing and final adoption in the manner prescribed by law.
