BUILDING PERMITS

§ 155.070 REQUIRED.

   No building or other structure shall be erected, moved, added to or structurally altered without a permit therefore issued by the Building Official. No building permit shall be issued by the Building Official except in conformity with the provisions of this chapter unless he or she receives a written order from the Board of Adjustment in the form of an administrative review, variance or special exception as provided by this chapter.
   (A)   Application for building permit. All applications for building permits shall be accompanied by an accurate plot plan and such other plans as may be necessary to show compliance herewith, submitted in duplicate, and drawn to scale, showing:
      (1)   The actual shape and dimensions of the lot to be built upon.
      (2)   The exact sizes and locations on the lot of the buildings and accessory buildings then existing.
      (3)   The lines within which the proposed building and structure shall be erected or altered.
      (4)   The existing and intended use of each building or part of building.
      (5)   Such other information with regard to the lot and neighboring lots as may be necessary to determine and provide for the enforcement of this division.
   (B)   Return after approval. One copy of all submitted plans will be returned to the owner when such plans have been approved. All dimensions shown on plans relating to the location and size of the lot to be built upon shall be based on an actual survey by a registered public surveyor (registered in the state), and the lot shall be staked out on the ground before construction is started.

§ 155.071 EXISTING PERMITS AND PRIVATE AGREEMENTS.

   This division is not intended to abrogate or annul:
   (A)   Any permits issued before the effective date of this division.
   (B)   Any easement, covenant or any other private agreement that imposes more stringent regulations or requirements than this division.

§ 155.072 COMPLETION OF AUTHORIZED BUILDINGS.

   Nothing in this division nor in any amendments to this division that change district boundaries shall require any change in the plans, construction or designated use of a building for which application for permit was made prior to the effective date of this chapter.

§ 155.073 PERMIT FEE SCHEDULE.

   Section R105 2018 IBC and IRC, 105.1 Required. Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed, shall first make application to the building official and obtain the required permit.

   (F)   Subdivision preliminary plan short form or final plat fees.
      (1)   Filing fees and applications. All applications to the City of Willis for the approval of a proposed plat at any stage submitted to the city shall be accompanied by a filing fee of three hundred dollars ($500). Applicants shall also furnish to the city additional fees as determined by the city in conformance with following schedule and the city shall not act upon any plat submitted to it unless all fees as provided herein have been received and certified by the city.
      (2)   Preliminary plans.
         (a)   Designated lot for residential purposes: $7 per lot.
         (b)   Tract designated for residential purposes: $15 per tract.
         (c)   Building site designated for residential purposes: $15 per building site.
         (d)   Building site designated for dwelling units not designated on the plat: $15 per building site.
         (e)   Tracts. Not divided into lots and to be used for commercial, industrial, multiple dwellings or unrestricted uses: $15 per acre or fraction thereof.
         (f)   Blocks. Not divided into lots and to be used for commercial, industrial, multiple dwellings or unrestricted uses: $15 per acre or fraction thereof.
      (3)   Final plats.
         (a)   Designated lot for residential purposes: $7 per lot.
         (b)   Tract designated for residential purposes: $15 per tract.

      (6)   Where work requiring a permit is commenced prior to obtaining the permit, the standard permit fees shall be doubled.
