ARTICLE IV

Off-Street Parking and Loading

§ 155.060 Off-Street Parking.

(A) 
All dwellings within City limits. Only one (1) space per dwelling unit on the same lot. RV/trailer/mobile home must not exceed the length of the driveway. Said RV/trailer shall not impede parking of any of the dwellings.
(1) 
All dwellings within the City limits in the following zoning districts: residential, commercial, industrial and mobile home parks:
(a) 
Recreational vehicles (RV) may be parked on concrete, asphalt, or gravel surfaces, provided that:
1. 
The gravel is well maintained, kept out of the roadway areas, and to keep pursuant with the current ordinance regarding grass and or vegetation;
2. 
Neither RV, trailer and/or tents are not to be occupied while parked on the property;
3. 
Tents can be set up to allow for airing out in preparation for two (2) days before and after for traveling purposes;
4. 
Kiddie play tents are allowed and are intended for children playing not living in;
5. 
Is fully licensed and not derelict; and
6. 
It is not parked so as to restrict roadway visibility, impact crosswalks and/or stop signs, or otherwise harm the safety of the City's residents.
(b) 
Utility trailers, boats and UTVs may be parked on grass surfaces, provided that:
1. 
The grass area is well maintained without weeds or grass is in excess of heights permitted by the City's Municipal Code of Ordinances;
2. 
Are fully licensed and not derelict;
3. 
Are not parked to restrict roadway visibility, impact crosswalks and/or stop signs, or otherwise harm the safety of the City's residents; and
4. 
Trailers parked on residential property shall not be used for storage of materials, goods or equipment, unless in the identified floodplain areas.
(c) 
All RV campers/motor homes, trailers, boats, UTVs are not to be parked in the front yard of the property unless they are parked on a driveway that is either paved, gravel or asphalted.
(d) 
No more than one (1) RV camper/motor home and two (2) of the types of vehicles permitted in Subsection (A)(1)(b) of this Section are permitted (if no RV camper/motor home, then three (3) of the vehicles permitted by Subsection (A)(1)(b) of this Section are permitted).
(2) 
Zoned floodplain within City limit of Winfield.
(a)

2. 
The RV is not occupied while parked on the property;
3. 
Is fully licensed and not derelict;
4. 
It is not parked so as to restrict roadway visibility, impact crosswalks and/or stop signs, or otherwise harm the safety of the City's residents; must in addition adhere to all other ordinances found within this Chapter.
(b) 
Utility trailers, boats and UTVs may be parked on grass surface, provided that:
1. 
The grass area is well maintained without weeds or grass in excess of heights permitted by the City's Municipal Code of Ordinances;
2. 
Are fully licensed and not derelict;
3. 
Are not occupied while parked on the property;
4. 
Are not parked so as to restrict roadway visibility, impact crosswalks and/or stop signs, or otherwise harm the safety of the City's residents.
5. 
Trailers parked on residential property shall not be used for storage of materials, goods or equipment that would cause a sanitation nuisance. Provisions needed for evacuation purposes are permitted.
(c) 
All RV campers/motor homes are permitted to be parked in a single side yard, provided: (i) they do not extend beyond the front building line of the property; and (ii) are located not more than five (5) feet from the side building line or the rear lot of the residence. Any recreational vehicle parked on residential property shall not be used to store materials, goods, or equipment that would cause a sanitation nuisance. Provisions needed for evacuation purposes are permitted.
(B) 
Places of assembly.
(1) 
Churches: one space per five seats in the principal worship area;
(2) 
Auditorium, theaters, meeting halls or similar uses: one space per five audience seats;
(3) 
Stadiums, arenas or similar uses: one space per five spectator seats;
(4) 
Skating rinks, swimming pools or similar uses: one space per three persons based on the design capacity for the structure; and
(5) 
Bowling alleys: three spaces per alley, plus one space per five spectator seats.
(C) 
Institutions.
(1) 
Hospitals, nursing homes, sanitariums, convalescent homes or similar uses: one space per two patient beds or residences;
(2) 
Schools, trades, businesses, languages or similar uses: one space per three students based on the design capacity of the building;
(3) 
Elementary schools, junior high schools or nurseries: one space per faculty, plus one and one-half spaces per each full-time employee; and
(4) 
High schools: one space per faculty and full-time employees, and three spaces per 20 students or one space per five audience seats, whichever is greater.
(D) 
Retail business and services.
(1) 
Hotels, motels or tourist courts: one space per guest room;
(2) 
Clinics, medical or dental: one space per 200 square feet of gross floor area and one space per two employees;
(3) 
Banks or financial institutions: one parking space per 300 square feet of floor area;
(4) 
Other offices (excluding those specifically named herein): one space per 400 square feet of gross floor area and one space per two employees;
(5) 
Restaurants or similar eating and drinking establishments: one space per 100 square feet of floor area;
(6) 
Mortuaries or funeral homes: one space per three seats;
(7) 
Automobile car wash: five spaces per washing lane; and
(8) 
Retail stores, service businesses or other similar uses: one space per 200 square feet of floor area.
(E) 
Industrial uses or services. One space per two employees based upon the largest shift.
(F) 
Handicapped spaces. Minimum requirements specified in this section include those parking spaces designated as handicap spaces as required by federal, state and local law.

§ 155.061 Off-Street Loading.

(A) 
Freight terminal (truck). For truck trailers, one space for each 1,000 square feet of gross floor area or fraction thereof.
(B) 
Warehouse, wholesale business, storage building, beverage and food distribution, exclusive of freight or truck terminal.
(1) 
For truck trailers, one space for a gross floor area of 5,000 to 20,000 square feet; two spaces for gross floor areas of 20,000 to 40,000 square feet; three spaces for gross floor areas of 40,000 to 70,000 square feet; four spaces for gross floor areas of 70,000 to 100,000 square feet; and for each additional 50,000 square feet or a fraction thereof, an additional space is required.
(2) 
For single-unit-type trucks, one space up to 5,000 square feet of gross floor area; for each additional 10,000 square feet or fraction thereof, one additional space is required.
(C) 
Manufacturing establishments, engaged in production, processing, assembly, compounding of materials, goods or products, exclusive of those uses designated above.
(1) 
For truck trailers, one space for gross floor areas of 10,000 to 25,000 square feet; two spaces for gross floor areas of 25,000 to 50,000 square feet; three spaces for gross floor areas of 50,000 to 80,000 square feet; four spaces for gross floor areas of 80,000 to 120,000 square feet; and for each additional 75,000 square feet or fraction thereof, one additional space is required.
(2) 
For single-unit-type trucks, one space is required for gross floor areas of 1,000 to 5,000 square feet; two spaces are required for gross floor areas of 5,000 to 10,000 square feet.
(D) 
Research centers and industrial laboratories.
(1) 
For truck trailers, one space is required for gross floor areas of 25,000 to 50,000 square feet; two spaces are required for gross floor areas of 50,000 to 100,000 square feet; and for each additional 100,000 square feet or fraction thereof, one additional space is required.
(2) 
For single-unit-type trucks, one space is required for gross floor areas of 1 to 5,000 square feet; two spaces are required for gross floor areas of 5,000 to 15,000 square feet; three spaces are required for gross floor areas of 15,000 to 25,000 square feet; and for each additional 25,000 square feet or fraction thereof, one additional space is required.

§ 155.062 Design Standards.

(A) 
A parking space shall be a minimum width of ten feet and a minimum length of 20 feet.
(B) 
A loading space for trucks and other vehicles shall meet a minimum width of 12 feet and minimum length of 55 feet.
(C) 
A loading space for single-unit-type trucks shall meet a minimum width of 12 feet and minimum length of 30 feet.
(D) 
A vertical clearance of at least 14 feet shall be provided for each loading space.
(E) 
Aisles and maneuvering space areas of such sizes and dimensions shall be provided as will accommodate the movement and maneuvering of vehicles being loaded and unloaded.
(F) 
Off-street parking and loading shall be designated in such a manner as not to obstruct the freedom of traffic movement on public streets or alleys.
(G) 
Off-street parking and loading areas including access drives and aisles shall be paved with asphaltic concrete or equivalent surfacing and should be free of dust. The surface should be so graded and drained to dispose of all surface water accumulated within the area. Parking spaces shall be so arranged and marked to provide orderly and safe parking of vehicles.
(H) 
All parking and loading areas which are illuminated shall be so designed that light or glare is deflected and directed away from the residential areas.
