ARTICLE IV

District Regulations

§ 500-400 Business 1 District (downtown).

A. 
Purpose. To provide for a Comprehensive Plan for the development of the original downtown business district preserving its historic character and providing for future development of the vacant buildings.
B.

G. 
Setbacks. The following setback regulations apply to all uses permitted within this district otherwise specified herein.

Front yard: zero feet.
(2) 
Side yard: zero feet.
(3) 
Rear yard: 10 feet.
(4) 
Buffer yards shall be provided for in accordance with § 500-602 herein.
(5) 
For permitted yard reductions refer to § 500-602 herein.
H. 
Off-street parking/access. Off-street parking and access shall be provided in accordance with § 500-700 herein and the Bradford County Subdivision and Land Development Ordinance, as amended.

§ 500-401 Business 2 District (Route 6).

A. 
Purpose. The future development of a business district along State Route 6 which would include development of existing commercial structures, conversions of residential homes to business uses, as well as future development of vacant space for business purposes consistent with a highway commercial district.
B. 
Permitted uses. See Table 306.1, Zoning District Use Table.[1]

Lot area: 10,000 square feet.
(2) 
Minimum lot width:
(a) 
Building setback line: 20 feet.
(b) 
Street line: 20 feet.
(3) 
Coverage regulations:
(a) 
Lot coverage shall not exceed 50%.
(b) 
At least 10% of the lot area shall be maintained in a vegetative cover.
F. 
Setbacks. The following setback regulations apply to all uses permitted within this district otherwise specified herein.
(1) 
Front yard: 20 feet.
(2) 
Side yard: 20 feet.
(3) 
Rear yard: 30 feet.
(4) 
Buffer yards shall be provided for in accordance with § 500-602 herein.
G. 
Off-street parking/access. Off-street parking and access shall be provided in accordance with § 500-700 herein and the Bradford County Subdivision and Land Development Ordinance, as amended.

§ 500-402 Conservation District.

A. 
Purpose. The Conservation/Open Space District is designed to protect areas in the Borough for the preservation and conservation of the natural environment, permit and encourage the retention of forested and steep sloped areas, water and wildlife resources while permitting public and recreational uses.
B. 
Permitted uses. See Table 306.1, Zoning District Use Table.[1]

At least 80% of the lot area shall be maintained in a vegetative cover.
G. 
Setbacks. The following setback regulations apply to all uses permitted within this district otherwise specified herein.
(1) 
Front yard: 30 feet.
(2) 
Side yard: 10 feet.
(3) 
Rear yard: 20 feet.
(4) 
Buffer yards shall be provided for in accordance with § 500-602 herein.
H. 
Off-street parking/access. Off-street parking and access shall be provided in accordance with § 500-700 herein and the Bradford County Subdivision and Land Development Ordinance, as amended.

§ 500-403 Public District.

A. 
Purpose. The Public District is designed to protect areas in the Borough for the preservation and conservation of the natural environment, and provide for recreational uses for the community. Public purpose buildings which would include schools, churches, fire halls, sewage treatment plant and community buildings.
B. 
Permitted uses. See Table 306.1, Zoning District Use Table.[1]

C. 
Height. The height of a principal building shall not exceed 35 feet.
D. 
Lot area, lot width and impervious coverage. Unless otherwise specified herein, lot area, lot width and impervious coverage requirements of the following dimensions shall be provided for each structure or use hereafter erected, established or altered for any use permitted within this district.
(1) 
Lot area: 50%. Parking: 40%. Landscape: 10%.
(2) 
Minimum lot width:
(a) 
Building setback line: 20 feet.
(3) 
Coverage regulations.
(a) 
50% of the lot will be for building coverage.
(b) 
10% for open space.
(c) 
40% for parking.
E. 
Setbacks. The following setback regulations apply to all uses permitted within this district otherwise specified herein.
(1) 
Front yard: 20 feet.
(2) 
Side yard: 20 feet.
(3) 
Rear yard: 25 feet.
(4) 
Buffer yards shall be provided for in accordance with § 500-602 herein.
F. 
Off-street parking/access. Off-street parking and access shall be provided in accordance with § 500-700 herein and the Bradford County Subdivision and Land Development Ordinance, as amended.

§ 500-404 Agricultural District.

A. 
Purpose. The purpose of the Agricultural District is to provide for the conservation of existing rural residential areas and to permit limited residential expansion within agricultural areas. On-site water supply and sewage disposal are generally the only facilities available.
B. 
Permitted uses. See Table 306.1, Zoning District Use Table.[1]

Side yard: 30 feet.
(3) 
Rear yard: 50 feet.

Buffer yards shall be provided for in accordance with § 500-602 herein.
G. 
Off-street parking/access. Off-street parking and access shall be provided in accordance with § 500-700 herein and the Bradford County Subdivision and Land Development Ordinance, as amended.

§ 500-405 Residential 1 District.

A. 
Purpose. To designate those areas in the Borough where high-density residential development has taken place.
B. 
Permitted uses. See Table 306.1, Zoning District Use Table.[1]

At the building setback line.

Public sewer: 10,000 square feet.
(2) 
Single-family detached dwelling shall be a minimum of 1,500 square feet.

G. 
Off-street parking/access. Off-street parking and access shall be provided in accordance with § 500-700 herein and the Bradford County Subdivision and Land Development Ordinance, as amended.

§ 500-406 Residential 2 District.

A. 
Purpose. The R-2 Medium/High-Density Residential District is to provide for the orderly development of varied dwelling types at compatible densities and to maintain the character and quality of existing development in such areas.
B. 
Permitted uses. See Table 306.1, Zoning District Use Table.[1]

C. 
Special exceptions.

The following special exceptions may be permitted by the Zoning Hearing Board, following review and comment by the Planning Commission, pursuant to standards and criteria as set forth in Table 306.1, Zoning District Use Table.[2]

Mobile homes in excess of 14 feet by 60 feet in one section are prohibited due to the narrow streets in the Borough.
D.

Residential uses.
(a) 
The minimum lot area per dwelling unit, minimum lot width at the building setback lines and maximum lot coverage shall be not less than that indicated below:

F. 
Setbacks. The following setback regulations apply to all uses permitted within this district otherwise specified herein.
(1) 
Public sewer:
(a) 
Front yard: 30 feet.
(b) 
Side yards (excluding apartments and/or attached dwellings): eight feet.
(c) 
Rear yard (excluding apartments and/or attached dwellings): 25 feet.
(d) 
Interior yards (open space between principal structures): interior yards shall be provided in accordance with § 500-600 herein.
(e) 
For apartments and/or attached dwellings of one or two stories, there shall be a front yard, two side yards and a rear yard each of not less than 30 feet. For each story over two, five feet of width or depth shall be added to each yard.
(2) 
Where required, buffer yards/screening shall be provided in accordance with § 500-602 herein.
G. 
Off-street parking/access. Off-street parking and access shall be provided in accordance with § 500-700 herein and the Bradford County Subdivision and Land Development Ordinance, as amended.

§ 500-407 Residential 3 District.

A. 
Purpose. To designate areas of the community for high-density multifamily residential development and senior citizen housing.
B. 
Permitted uses.
(1)

All multifamily development of four or more units must be approved by the Zoning Hearing Board.
C. 
Special exceptions.
(1)

Minimum lot width: 100 feet.

Coverage regulations.
(a) 
Multifamily detached dwellings: maximum of 60%.
(b) 
At least 20% of the lot area shall be maintained in a vegetative cover.
G. 
Setbacks. The following setback regulations apply to all uses permitted within this district otherwise specified herein.
(1) 
Public sewer.
(a) 
Front yard: 25 feet.
(b) 
Side yards: 10 feet.
(c) 
Rear yard: 25 feet.
(2) 
Where required, buffer yards/screening shall be provided in accordance with § 500-602 herein.
(3) 
For permitted yard reductions, refer to § 500-602 herein.
H. 
Off-street parking/access. Off-street parking and access shall be provided in accordance with § 500-700 herein and the Bradford County Subdivision and Land Development Ordinance, as amended.

§ 500-408 Industrial District.

A. 
Purpose. The purpose of the Industrial District is to provide for the orderly development of more intense manufacturing/industrial uses where adequate rail access exists and to encourage appropriate industrial growth within the Borough.
B. 
Permitted uses. All industrial uses are permitted provided that they comply with all local, state and federal regulations concerning the following shall be provided in accordance with § 500-600: smoke; dust; noise; odor; toxic gases; glare heat; sewage; vibration; fire and safety.
C. 
Special exceptions. The following special exceptions may be permitted by the Zoning Hearing Board; following review and comment by the Planning Commission. See Table 306.1, Zoning District Use Table.[1]

D.

E. 
Performance standards. Such uses shall be conducted in accordance with performance standards as set forth in § 500-600 herein.
F. 
Height. No building shall exceed 40 feet in height; provided, however, height may be increased in accordance with § 500-601.
G. 
Lot area, lot width and impervious coverage.
(1) 
Unless otherwise specified herein, minimum lot area and width shall be based upon required setbacks, coverage, parking, loading/unloading, and availability of public water and sanitary sewer, and other applicable standards.
(2) 
Maximum impervious coverage: 60%.
(3) 
At least 10% of the lot shall be maintained in a vegetative cover.
H. 
Setbacks. The following setback regulations apply to all uses permitted within this district otherwise specified herein.
(1) 
Front yard: 100 feet.
(2) 
Side yard: 100 feet.
(3) 
Rear yard: 100 feet.

Off-street parking/access. Off-street parking and access shall be provided in accordance with § 500-700 herein and the Bradford County Subdivision and Land Development Ordinance, as amended.
