ARTICLE XIV
Off-Street Parking and Loading
§ 300-84 Intent.
Each use in the Borough shall be provided with sufficient off-street parking and loading areas to serve it.
§ 300-85 Off-street parking requirements.
A.
Number of spaces. Spaces for off-street parking of motor vehicles shall be provided in accordance with the following table. Where a use is not specifically listed, the Code Enforcement Officer shall apply requirements of the most similar use listed.

B.
Location of spaces. The parking spaces required for off-street parking shall be provided on the same lot or premises with the use served, or, where this requirement cannot be met (in the NC District only), within 300 feet of the use served within the same district.
C.
Mixed uses.
(1)
Two or more uses may provide for required parking in a common parking area if the total area provided is equal to the sum of the requirements of the various individual uses computed separately.
(2)
The number of spaces required in such a common parking area may be reduced below the sum of total requirements if it can be demonstrated to the Zoning Officer that the hours or days of peak parking needed for the use are so different that the lower total will provide adequately for all uses served by the common parking area. In such a situation, the requirements of the use with the greatest need, as defined in Subsection A hereof, shall be applied.
D.
Fractional spaces. Where the computation of required parking spaces results in a fraction of a space, only the fraction of 1/2 or more shall be counted as one.
E.
Design of parking areas. Parking areas within which four or more required parking spaces are provided shall be designed, laid out and clearly marked in accordance with the following dimensions:

F.
Standards. An off-street parking facility existing on the effective date of this chapter (Ordinance No. 1115, passed July 12, 1984) shall not subsequently be reduced to an amount less than is required under this chapter for a similar new building or new use. An off-street parking facility provided to comply with this chapter shall not be subsequently reduced below the requirements of this chapter.
§ 300-86 Off-street loading requirements.
A.
Spaces for off-street loading and unloading of motor vehicles shall be provided in accordance with the following table:

B.
The size of loading spaces shall be a minimum of 12 feet by 30 feet for retail business and service establishments of 12,500 square feet or less, and 14 feet by 50 feet for all other uses, and located entirely on the lot being served.
§ 300-87 Access drives.
The width of access drives shall be a minimum of 12 feet for one-way use only, a minimum of 20 feet for two-way use and a maximum of 40 feet at the street right-of-way line.
§ 300-88 Setbacks and screening.
A.
All off-street parking areas and loading areas shall be at least five feet from any lot line and at least 10 feet from any street right-of-way line.
B.
All parking areas containing 10 or more parking spaces and all loading areas shall be screened from adjacent areas which are zoned or used for residential purposes by:
(1)
A landscaped area of at least five feet in width with plants suitable to attain a minimum height of six feet within three growing seasons; or
(2)
An opaque fence, excluding a chain-link-type fence, of at least three feet in height. Such screening shall be provided in such a way that a clear view is continuously restricted from adjacent areas.
C.
Within 10 feet of a street right-of-way, screening shall be provided and shall be not greater than three feet in height.
D.
One shade tree shall be planted within or adjacent to the parking area for each 10 parking spaces provided.
E.
All such parking areas and loading areas shall be designed in such a way that motor vehicles are not permitted to back into a public street.
§ 300-89 Grading; surfacing; drainage; markings.
All off-street parking areas and loading areas, except those portions used and maintained for landscaping and screening, shall be graded and surfaced with asphalt or other suitable materials to the extent necessary to prevent dust and erosion. Such areas shall also be drained in conformity with generally accepted engineering standards, as approved by the Borough Engineer, to prevent excessive water flow onto streets or adjoining property. All parking spaces in such parking areas shall be clearly delineated.
§ 300-90 Lighting.
All artificial lighting used to illuminate an off-street parking or loading area shall be arranged so as to prevent glare on adjoining properties, and such lighting shall be approved by the Borough Engineer.
