02.- ZONING DISTRICTS AND BOUNDARIES
The city is hereby divided into zoning districts of which there shall be twelve (12) in number, to be hereinafter known as and referred to as follows:
(1)
"R-1" Single-Family Dwelling District;
(2)
"R-2" Townhouse Dwelling District;
(3)
"R-3" Two-Family Dwelling District;
(4)
"R-4" Multiple-Family Dwelling District;
(5)
"C-3" Business District;
(6)
"C-1" Neighborhood Business District;
(7)
"M-1" Commercial District;
(8)
"M-2" Industrial District;
(9)
"MH-1" Manufactured Housing District;
(10)
"MH-2" Manufactured Housing/Recreational Vehicle Park District;
(11)
"R-E" Residential Estate
(12)
"PUD" Planned Unit Development

The boundaries of the said zoning districts shall be shown upon the map which is hereby made a part of this chapter and is designated as the "zoning district map." The map and all of the notations, references and other information shown thereon are a part of this Code and have the same force and effect as if the map and all such notations, references and other information shown thereon were all fully set forth or described herein, which map is on file with the city clerk of the city.

The boundaries of the above-mentioned districts, as set out on the zoning district map, are hereby described as follows:
(1)
Class R-1. All of that area within the following described boundaries: Beginning at the intersection of White Sands Boulevard and the south line of the north half of the north half of Section 18, Township 16 South, Range 10 East, N.M.P.M., thence south along White Sands Boulevard to Catalina Lane, thence east to the northwest corner of Lot 6, Block 201 (this being a distance of two hundred seventy-two (272) feet, more or less), thence south to 16th Street, thence east to Florida Avenue, thence south to 12th Street, thence east to the southeast corner of Block 229, thence north along the east line of Block 299 to the intersection with the west extension of the north line of Block 1 of the college addition to the city, thence east to the corporate limits of the city, thence north along the corporate limits line to the intersection with the north corporate limits line of the city, thence west to the point of beginning.

Class R-3. All of that area within the following described boundaries: Beginning at the intersection of Florida Avenue and 12th Street, thence west to the alley between New York Avenue and White Sands Boulevard, thence north to 16th Street, thence east to Florida Avenue, thence south to the point of beginning. And also the area within the following described boundaries: Beginning at the intersection of the north line of Block 4 in the College Addition to the city, with the east corporate limits of the said city, thence south along the said corporate limits to the south corporate limits of the said city, thence west along the said corporate limits to the intersection of the said corporate limits with the south extension of the alley between White Sands Boulevard and New York Avenue, thence north along said line and along said alley to 7th Street, thence east to the alley between New York and Delaware Avenues, thence north to 8th Street, thence east to Maryland Avenue, thence north to 9th Street, thence east to Florida Avenue; thence north to the alley between 9th and 10th Streets; thence east to Cuba Avenue, thence north to 12th Street, thence east to the southeast corner of Block 229, thence north along the east line of Block 229 to the intersection of such line with the west extension of the north line of Block 1 in the College Addition to the city, thence east along said line to the point of beginning. Provided, however, that the following blocks within the above boundaries shall not be considered a part of this district: Blocks I, J, K, L, M, N, of the Chihuahua Addition to the city, which said blocks are hereinafter included in the "Class R-4" area.

Class R-4. All of that area within the following described boundaries: Beginning at the intersection of Cuba Avenue and 12th Street, thence south to the northeast corner of Lot 21, Block 105, thence west to Vermont Avenue, thence south to 10th Street, thence west to Michigan Avenue, thence north to 11th Street; thence west to the alley between Michigan and New York Avenues, thence north to 12th Street, thence east to the point of beginning. And also that area within the following described boundaries: Beginning at the intersection of 1st Street and Florida Avenue, thence west to Maryland Avenue, thence north to 3rd Street, thence east to Florida Avenue, thence south to the point of beginning.

Class C-3. All of that area within the following described boundaries: Beginning at the intersection of White Sands Boulevard and Catalina Lane, thence east to the northeast corner of Lot 5, Block 201 (being a distance of two hundred seventy-two (272) feet, more or less), thence south to 16th Street, thence west to the alley between New York Avenue and White Sands Boulevard, thence south to 12th Street, thence east to the alley between New York and Michigan Avenues, thence south to 11th Street, thence east to Michigan Avenue, thence south to 10th Street, thence east to Vermont Avenue, thence north to the northwest corner of Lot 26, Block 84, thence east to Cuba Avenue, thence south to the alley between 9th and 10th Streets, thence west to Florida Avenue, thence south to 9th Street, thence west to Maryland Avenue, thence south to 8th Street, thence west to the alley between New York and Delaware Avenues, thence south to 7th Street, thence west to the alley between White Sands Boulevard and New York Avenue, thence south to the south corporate limits of the city, thence west along said corporate limits to the south extension of the alley between White Sands Boulevard and Railroad Avenue; thence north along said line and said alley to 10th Street, thence west to the Union Pacific Company right-of-way, thence north along said right-of-way to the south line of the north half of the north half of Section 18, Township 16 South, Range 10 East, N.M.P.M., thence east along said line to White Sands Boulevard, thence south to the point of beginning. And also Blocks 2 and 3 of the Lawrence Addition to the city.

Class M-1. All of that area within the following described boundaries: Beginning at the intersection of 10th Street and the alley between White Sands Boulevard and Railroad Avenue, thence south to the south corporate limits of the city, thence west to the right-of-way of the Union Pacific Company, thence north along said right-of-way to 10th Street, thence east to the point of beginning.
(6)
Class M-2. All of that area within the corporate limits of the city lying west of the east boundary of the right-of-way of the Union Pacific Company.

Whenever any street, alley, or other public way is vacated by official action of the city commission, the zoning district adjoining each side of said street, alley or public way shall be automatically extended to the center of such vacated area, and all area included in the vacation shall then and thenceforth be subject to all appropriate regulations of the extended districts.

The City Commission hereby establishes the extraterritorial jurisdiction for building permitting and inspection by the City as that area represented on Exhibit A attached hereto and incorporated herein by reference. The extraterritorial jurisdiction for building inspection is as follows:
Sections 1, 2, 10, portion of 11, portion of 12, portion of 13, 14, 15, 22, 23, portion of 24, portion of 25, 26, 27, 33, 34, 35, R9E, T16S, N.M.P.M.;
Sections 4, portion of 5, portion of 6, portion of 8, portion of 9, 10, 15, portion of 16, 22, 27, portion of 28, portion of 32, 33, 34, R10E, T16S, N.M.P.M.;
Sections, portion of 2, 3, 4, 9, portion of 10, 13, 16, 21, portion of 22, 23, 24, R9E, T17S, N.M.P.M.; and,
Sections 4, 5, portion of 6, 7, 8, 17, 18, R10E, T17S, N.M.P.M.
2.
The City of Alamogordo Building Codes Division shall conduct permitting and inspections including, but not limited to, electrical, mechanical, plumbing, and structural within the above described Sections and Townships outside of the corporate limits of the City pursuant to the authority granted in NMSA 1978 Sections 3-21-1, 3-21-2, 3-21-5, and 3-21-6 and Alamogordo Code of Ordinances Sections 8-01-010 through 8-08-200.

City staff is directed to charge and collect all inspection fees as authorized in Section 8-01-110 of the Alamogordo Code of Ordinances.
