07.- HISTORICALLY UNDERUTILIZED BUSINESS ZONES
The Historically Underutilized Business Zone (HUBZone) Overlay District is established to promote economic development and employment growth through the encouragement of the rehabilitation and reuse of existing commercial structures located within the "C-3" Business District.

The boundaries of the HUBZone Overlay District shall be the areas shown on the official zoning map.

a.
Primary uses permitted by right. In addition to the uses permitted in the primary zoning district, the following uses shall be permitted in the HUBZone Overlay District, provided such uses shall be located in buildings existing on the effective date of this ordinance:
(1)
Light assembly. An establishment engaged in the production of products by the assembly of existing components, and excluding the use of equipment such as drop hammers, automatic screw machines, punch presses which exceed five tons' capacity and excluding the use of motors exceeding twenty horse power, provided all activities are conducted within an enclosed building architectural similar to the surrounding properties, which use does not utilize or produce in significant quantities as a part of the assembly process, toxic or hazardous materials, which use does not utilize or produce explosive materials in any quantity, and because of the nature of its operations and products, little or no noise, odor, vibration, glare, and/or air and water pollution is produced, and, therefore results in a minimal impact on surrounding properties.
b.
Accessory uses permitted by right. Any use which is incidental to and customarily conducted in connection with the above principal permitted uses and is on the same lot as the principal permitted use.

Property located within the HUBZone Overlay District shall be subject to the provisions of both the primary zoning district and the HUBZone Overlay District. Because overlay district regulations may be more or less restrictive than the primary zoning district, where the provisions of the overlay and primary zoning districts are in conflict, the provisions of the overlay district shall govern.
