For the purposes of promoting the health, safety, morals, convenience and general welfare, and in accordance with the 1982 Constitution of the State of Georgia (article ix, section ii, paragraph IV), the city council of the City of Aragon, Georgia, does hereby adopt, ordain, and enact into law the provisions of this ordinance [appendix].
