B-3 District: Shopping Center Business District
§ 200-80.1 Intent.
It is recognized that shopping centers are a unique and significant component of Ardsley's commercial center and that they provide an important service to Village residents. It is the purpose of the B-3 Shopping Center Business District to control the continued use, development and redevelopment of shopping center properties so that they will provide that service in a way which is harmonious with the basic residential character of the community and will produce safe traffic and pedestrian access and circulation, with adequate and convenient off-street parking and loading facilities.
A.
Permitted uses. The following uses are permitted in B-3 Districts, except that any individual business establishment which contains in excess of 20,000 square feet of floor area shall be subject to special permit approval of the Board of Trustees and to such conditions as the Trustees may determine are required in connection therewith. All uses not specifically listed as being permitted shall be deemed to be prohibited:

Building height. No building or structure shall be erected to a height in excess of 25 feet nor exceed one story above the grade plane.

Lot area. The minimum lot area in a B-3 District shall be four acres.
D.
Lot coverage. All principal and accessory buildings shall not cover in the aggregate more than 20% of the area of the lot.

Yard requirements.

Each lot shall have front, rear and side yards not less than the depths or widths as follows:

Notwithstanding the above building setback requirements, a buffer area of not less than 10 feet in width shall be provided along any lot line adjacent to a public street or residence district. Such buffer area shall contain evergreen landscaping, fencing and/or other screening of a design satisfactory to the Board of Trustees to serve the intended purpose.

Landscaping and lighting. All lots within the B-3 District shall be suitably landscaped and lighted to the satisfaction of the Board of Trustees, with the objective of promoting public safety for both pedestrians and automobiles as well as creating an attractive and harmonious appearance as viewed both from on-site and from neighboring properties and streets.
G.
Off-street parking and loading. Off-street parking and loading facilities shall be provided as required in § 200-71.
H.
Site plan approval required. All plans for the use, erection, enlargement or alteration of any building or property in a B-3 District shall be subject to site plan approval by the Board of Trustees. In addition, any proposed change of use which would increase the requirement for off-street parking or loading spaces shall be similarly subject to site plan approval by the Board of Trustees.

All plans, uses and conditions permitted in a B-3 District shall be subject to the approval of the Board of Trustees after Public Hearing. The criterion to be used by the Board of Trustees are the same as those used by the Zoning Board in § 200-97.
