22.- SP SPECIFIC PLAN DISTRICT
The SP specific plan district is established in order to enable land to be planned and developed as coordinated, comprehensive projects that will provide for the systematic implementation of the General Plan. Regulations for specific plans contained in this chapter and in resolutions adopted pursuant hereto are intended to provide for the classification and development of land as a specific plan land use designation.

(a)
Procedures for adoption of a specific plan shall be as provided in Government Code § 65450 et seq. The city council may, by resolution, provide guidelines for the format and content of specific plans. The specific plan shall be adopted/amended by mechanism of a zone change application and fee, and, where applicable, General Plan amendment application.
(b)
Minimum requirements of a specific plan shall conform to Government Code § 65451, as follows:
(1)
A specific plan shall include a text and a diagram or diagrams which specify all of the following in detail:
a.
The distribution, location, and extent of the uses of land, including open space, within the area covered by the plan.
b.
The proposed distribution, location, and extent and intensity of major components of public and private transportation, sewage, water, drainage, solid waste disposal, energy, and other essential facilities proposed to be located within the area covered by the plan and needed to support the land uses described in the plan.
c.
Standards and criteria by which development will proceed, and standards for the conservation, development, and utilization of natural resources, where applicable.
d.
A program of implementation measures including regulations, programs, public works projects, and financing measures necessary to carry out paragraphs a, b, and c above.

The specific plan shall include a statement of the relationship of the specific plan to the General Plan.
(c)
Pursuant to Government Code § 65451(a)(2), specific plans are required to identify proposed major components of infrastructure needed to support planned land uses, as well as financing mechanisms.

The development standards and regulations contained in a specific plan shall replace and supplement the development standards contained elsewhere in title 19, except where specifically provided in the specific plan. Upon adoption of a specific plan the zoning designation of all lands within the specific plan area will be changed to SP. Any matters not specifically addressed in the specific plan will be governed by other applicable regulations and standards of the city.

Reimbursement of the costs of preparation of specific plans may be required in accordance with Government Code § 65456.

Land uses shown on the specific plan map are permitted, provided that they are similar in size and location to those shown on the specific plan map.

Proposed land uses not shown on the specific plan map shall require a conditional use permit pursuant to chapter 19.30. Additionally, proposed land uses that differ significantly in size, scope, location or anticipated environmental impacts from the uses shown on the specific plan map shall require a conditional use permit.
