ARTICLE V

- OFF-STREET PARKING REGULATIONS

Sec. 74-389.- Minimum requirements.

No residential, commercial, industrial building or structure or any other building or structure shall be used, nor shall such buildings or structures be erected, reconstructed or change in use made to an existing residential, commercial, industrial or any other building or structure, unless there already is in existence upon the lot, or unless provision is made for the location of the lot, concurrently with the use, erection or major reconstruction or change in use, off-street parking facilities comprising adequate access drives or aisles or parking spaces on the basis of the following minimum requirements for these enumerated uses:

(1)

Amusement: One space per three persons capacity plus one space per employee.

(2)

ATM: Six stacking spaces for one ATM on a site and eight stacking spaces for two ATMs on a site.

(3)

Auto service: For a drive-through lubrication or similar facility, four stacking spaces per bay plus an additional ten stacking spaces. For other than a drive-through lubrication or similar facility, three spaces per service bay, plus one space for each three employees.

(4)

Barbershops: Three parking spaces for each barber chair.

(5)

Bowling alleys: Five parking spaces for each alley.

(6)

Bus facility: One space per two employees plus one space per bus.

(7)

Business offices, real estate and insurance offices, and any other similar uses: One parking space for each 400 square feet of gross floor area plus one space for each two persons employed a majority of the working day on the premises.

(8)

Carwash: One parking space per manager, plus one parking space for each three employees, plus off-street storage space equal to at least five times the number of cars that can be in the wash process at any given time. For self-service carwashes, the requirement for employee parking should not be required.

(9)

Church or temple: One parking space for each four seats or seating spaces in the main auditorium.

(10)

College or schools, including academies, colleges, universities, junior high schools, high schools, elementary schools and all other institutions of learning: At least one off-street parking space for each staff member, including administrators, teachers, building maintenance personnel and other employees or one space for each four seats in the auditorium or sports arena, whichever is greater.

(11)

Community center, branch library, museum or art gallery: One parking space for each 300 square feet of gross floor area.

(12)

Dance hall, meeting rooms, assemblies or exhibition hall without fixed seats: One parking space for each 75 square feet of gross floor area.

(13)

Dental or medical offices and other similar offices: One parking space for each 200 square feet of gross floor area plus one parking space for each person employed a majority of the working day on the premises.

(14)

Dormitories: One parking space for each two occupants.

(15)

Drive-in restaurants, open-air restaurants: Such spaces as may be required by the Zoning Board of Appeals pursuant to hearing as provided in Article VIII.

(16)

Drive-through facility (non-ATM): Eight stacking spaces for the first window, plus two stacking spaces for each additional window in addition to the parking required for that specific land use.

(17)

Drycleaners, coin-operated: One space for each two units plus one for each attendant.

(18)

Dwellings: Two spaces per residential unit.

(19)

Fraternity or sorority: One parking space for every two beds, plus one additional space for each four active members not residing within the building.

(20)

Furniture or appliance stores, automobile sales, hardware store, auto supply store or similar use: One parking space for each 1,000 square feet of gross floor area plus one parking space for each two persons employed a majority of the working day on the premises.

(21)

Golf club: 60 spaces per nine holes.

(22)

Hospital, sanitarium, convalescent home or similar institution: One parking space for each four beds plus at least one additional off-street parking space for each staff and visiting doctor, plus at least one additional off-street parking space for each three employees, including nurses.

(23)

Hotel, motel, tourist home, etc.: One parking space for each guestroom (any retail use requires additional parking spaces computed separately in accordance with this Section).

(24)

Laundromats: One space for each multiple of four washing units plus one space for each fraction of a multiple of four units.

(25)

Manufacturing or industrial establishment, research or testing laboratory, creamery, bottling plant or similar establishment: One parking space for every two employees on the maximum working shift, plus space to accommodate all trucks and other vehicles used in connection therewith.

(26)

Mobile home court and mobile home park: One parking space for each mobile home lot, plus an additional parking space for each four mobile home lots located in the mobile home court to provide for guest parking, for two-car tenants and for delivery and service vehicles. One such parking space shall be located on each mobile home lot and the others in conveniently placed off-street parking facilities.

Mortuary or funeral home: One parking space for each 50 square feet of gross floor area in slumber rooms, parlors or individual funeral service rooms.

(28)

Personal service establishment: One space for each 200 square feet of gross floor area plus one space for each employee.

(29)

Printing or plumbing shop or similar service establishment: One parking space for each two persons employed a majority of the working day on the premises plus space to accommodate all trucks and other vehicles used in connection therewith.

(30)

Professional offices pertaining to architectural, clerical, engineering, legal and other similar uses: One parking space for each 400 square feet of gross floor area plus one space for each person employed a majority of the working day on the premises.

(31)

Restaurant, dining room, night club, bar, tavern, cafe or similar recreation or amusement establishment: One parking space for each 100 square feet of gross floor area.

(32)

Retail stores, except as otherwise specified in this Section: One parking space for each 200 square feet of gross floor area, plus one parking space for each two persons employed on the premises.

(33)

Roominghouses: One parking space for each dwelling unit, plus one parking space for every two roomers.

(34)

Sports arena, stadium or gymnasium: One parking space for each four seats or seating spaces.

(35)

Swimming pool: One space per five persons capacity.

(36)

Theater or auditorium: One parking space for each four seats or bench seating spaces.

(37)

Warehouse, wholesale, machinery or equipment sales and service or similar uses: One parking space for each two persons employed a majority of the working day on the premises plus space to accommodate all trucks and other vehicles used in connection therewith.

Sec. 74-390. - Supplemental regulations.

(a)

In computing the number of such parking spaces required, the following rules shall govern:

(1)

The term "floor area" means the gross area of the specific use.

(2)

Where fractional spaces results, the parking spaces required shall be construed to be the nearest whole number.

(3)

The parking space requirement for a use not specifically mentioned herein shall be the same as required for use of similar nature.

(b)

The off-street parking facilities required for the uses mentioned in this Chapter, and for other similar uses, shall be on the same lot or parcel of land as the structure they are intended to serve, but in case of nonresidential uses when practical difficulties prevent their establishment upon the same lot, the required parking facilities shall be provided within 300 feet of the premises to which they are appurtenant.

(c)

No part of an off-street parking area required for any building or used for the purpose of complying with the provisions of this Chapter shall be included as part of an off-street parking area similarly required for another building or use, unless the type of structure indicates that the periods of such structure will not be simultaneous with each other.

(d)

Nothing in this Chapter shall be construed to prevent the joint use of off-street parking for two or more buildings or uses if the total of such spaces, when used together, shall not be less than the sum of the requirement for the various individual uses computed separately in accordance with this Section.

(e)

Whenever off-street parking facilities required pursuant to the provisions of this Chapter are established, which facilities abut the side or rear lines of a lot in a residential district, such off-street parking facilities shall be effectively screened on such sides by a solid uniformly painted fence or wall not less than four nor more than six feet in height, maintained in good condition; provided, however, that where the adjacent owners agree, in writing, a screening of hedge or other natural landscaping may be substituted for the required fence or wall.

(f)

Handicapped space shall be installed in accordance with all applicable laws and regulations.
