Any building or structure hereafter erected, built, moved, maintained or used, including the use of any property, contrary to the provisions of this title, is declared to be a public nuisance subject to abatement under the provisions of Chapter
8.36 of this code. The city attorney shall, upon order of the city council, commence proceedings for the abatement and/or removal thereof, in the manner provided by law; he or she shall take such steps as may be necessary to abate and remove such building, structure or use and restrain and enjoin any person from erecting, building, moving or maintaining any such building or structure, or using any property contrary to any of the provisions of this title.
