(a) All buildings, structures and uses shall provide off-street parking and/or off-street loading facilities in accordance with the provisions specified in this Chapter, and all applicants for a zoning certificate, application for plan approval or conditional use permit shall include with their application a plan drawn to scale showing the location and arrangement of any off-street parking and/or loading required by this Chapter.
(b) The creation of an additional parking lot, the expansion of an existing parking lot, or the realignment of parking spaces when not in conjunction with any other activity shall also require a zoning certificate.
(c) Parking spaces located within a garage structure may be computed as off-street parking spaces, but not including sidewalks, driving lanes and driveway aprons.
(d) All required off-street parking and loading areas shall be solely for the parking and loading and unloading of operable motor vehicles, of patrons, occupants or employees of such uses and shall not be used to store inoperative vehicles or for motor vehicle repair work or service of any kind, except emergency repairs.
(e) Each required off-street parking or loading space shall open directly upon an aisle or driveway of such width and design as to provide safe and efficient means of vehicular access to such space. Such aisle or driveway shall not be used for the parking of other vehicles, except that the driveways of a single-family residence may be counted as one parking space.
(f) All required loading spaces and facilities shall be located off-street on the same or adjacent lot as the building or use being served, and may occupy all or part of any required side or rear yard area, except that no loading area shall be located closer than twenty feet (20') to any lot in any residential district unless wholly enclosed within a building.
(g) Except in residential districts, all open off-street parking areas shall be separated from public right-of-way by a space of at least four feet (4') in width. A six inch (6") high curb shall be provided on the parking lot side of the four foot (4') width. All open off-street parking areas shall be separated from the principal building by a six inch (6") curb so as to maintain unobstructed a three foot (3') corridor between the building and in front of the parked vehicle.
(h) The parking of a recreational vehicle, boat trailer and/or boat or travel trailer outside of a permitted park or campgrounds and in a residential district for twenty-one (21) days or longer is prohibited except when all three (3) of the following conditions are met:
(1) Such vehicle is uninhabited.
(2) Such vehicle is parked in the rear or side yard.
(3) Such vehicle is at least five feet (5') from any adjoining property line.
(i) Where there are two (2) principal uses on the same lot, the parking requirements of each use shall be totaled to determine the number of spaces required.
(j) Entrance drives and/or curb cuts shall be limited in width to thirty-five percent (35%) of the total lot frontage, but in no instance shall the aggregate width of such drives total more than forty feet (40') on anyone street frontage. The remaining lot frontage shall be physically separated from the street by means of a curb and or a landscaped area at least five feet (5') in width.
(k) In any district, required off-street automobile parking spaces shall be provided on a buildable portion of the same lot with the building on which spaces are incidental, but shall not be permitted within the front yard required, except that a driveway shall constitute one off-street parking space.
(l) All new construction shall be permitted only after the off-street parking requirements of this section have been met or exceeded. For the purpose of this section, new construction includes initial construction, expansions, alterations and the moving of structures.
(m) Additional parking requirements for Bed and Breakfasts;
(1) Parking is permitted in rear yards only.
(2) A five foot (5') wood/masonry/vegetative screening is required to buffer adjacent properties.
(n) All required off-street parking areas shall be paved with concrete, bituminous asphalt or similar material, unless this requirement is waived by the City Engineer. This requirement may be waived when it is determined that such paving is not in character with the surrounding development patterns and the lack of paving will not cause a nuisance to current and future residents. All required off-street parking areas shall provide a dust-free surface and well-drained surface.

1221.02 OFF-STREET PARKING REQUIREMENTS.
Off-street parking spaces shall be provided in all zoning districts of the City in accordance with the schedule outlined below, except off-street parking in B-1 Districts is not required. Requirements for any use not specified in this section shall be the same as for a similar permitted use in the particular zoning district, as determined by the Zoning Administrator.
(a) Residential Uses.
(1) Manufactured homes: two (2) spaces per dwelling unit.
(2) Boarding houses: one (1) space for each two (2) roomers or boarders based upon the design capacity of the building plus two (2) spaces for a resident owner or resident manager.
(3) One and two family dwellings: two (2) spaces per dwelling unit.
(4) Multiple family dwellings: two (2) spaces per dwelling unit, plus one space for each five (5) units for quest parking.
(5) Bed and Breakfast: one (1) space per room plus two (2) spaces for the Innkeeper and one space for each additional employee.
(6) Housing for elderly: one (1) space for every three (3) dwelling units, plus one space for each employee on the largest shift.
(7) Hotels and motels: one and one-fifth (1.2) spaces for each sleeping room plus spaces as required for restaurants, assembly room and related facilities and each employee on the largest shift.
(b) Business and Commercial Uses.
(1) Agricultural implement sales and service: one (1) space for every 1,000 square feet of enclosed floor area and one space for every 3,000 square feet of open lot area.
(2) Air conditioning, heating, plumbing or roofing services: one (1) space for every 300 square feet of floor area, and one (1) space for each employee.
(3) Automobile repair: two (2) spaces for each service bay and one (1) space for each employee.
(4) Automobile sales and service: one (1) space for each 1,000 square feet of sales and display area, one (1) space for each auto service stall, and one (1) space for each employee.
(5) Bakery shops, furniture and appliance stores, groceries and supermarkets, hardware stores, ice cream stores, indoor retail business, pet shops, repair shops and variety stores: one (1) space for every 250 square feet for establishments having less than 5,000 square feet of floor area and one (1) space for each 300 square feet of floor area for establishments having greater than 5,000 square feet of floor area.
(6) Banks and savings and loan associations: one (1) space for every 250 square feet of floor area plus one (1) space for every employee.
(7) Barber shop or beauty shop: one and one half (1½) space for each chair plus one (1) space for each fulltime equivalent employee.
(8) Bed and Breakfast Inn: one (1) space per room plus two (2) spaces for the Innkeeper and one (1) space for each additional employee.
(9) Car Wash, Automatic: For those systems which do not operate as a continuous conveyor system accommodating multiple vehicles at a single time, reserve parking or storage for eighty percent (80%) of the manufacture's hourly rated capacity for the system in use shall be required.
(10) Day Care Centers, Child Care Center, Nursery School, School of Special Education: one (1) parking space for each 350 square feet of usable floor space or one (1) space for each seven children, whichever is greater.
(11) Funeral home: one (1) space for every fifty (50) square feet of public floor area plus one (1) space for each employee and business vehicle with a minimum of twenty-five (25) spaces.
(12) Home occupation - Class two: Subject to Board of Zoning Appeals Review
(13) Laundromat: one (1) space for each two (2) washing or cleaning machines.
(14) Restaurant/Bar or Night Club: one (1) space for every four (4) seats and one (1) parking space for each employee at maximum shift.
(15) Service station: one (1) space for each employee or full-time equivalent plus two (2) spaces for each service stall, with a minimum of six (6) spaces.
(16) School conducted for profit: one (1) space for every fifty (50) square feet of educational floor area, and one (1) space for each employee.
(c) Office Uses.
(1) Administrative, professional or business office: one (1) space for every 200 square feet of office space.
(d) Medical and Health Uses.
(1) Hospitals: two (2) spaces per patient bed, plus one (1) space for each employee and staff on the maximum work shifts.
(2) Nursing homes and convalescent homes: one (1) space for each three (3) beds plus one (1) space for each employee and staff on the maximum work shifts.
(3) Dental clinics and offices: two (2) spaces for each examination or treatment room, plus one (1) space for each dentist and employee.
(4) Medical clinics and offices: three (3) spaces for each examination or treatment room, plus one (1) space for each doctor and employee.
(5) Hospice: one (1) space per an employee and an additional fifteen (15) parking spaces.
(e) Education Uses.
(1) Elementary and junior high: one (1) space for every twenty-five (25) classroom seats, or one (1) space for every three and one-half (3.5) seats in the main auditorium, whichever is greater.
(2) High schools: one (1) space for every five (5) students based upon maximum design capacity of the building, or one (1) space for every five (5) seats in the main auditorium, whichever is greater.
(3) Kindergartens: three (3) spaces for every ten (10) children.
(4) Nursery schools and day care centers: two (2) spaces for every ten (10) children.
(f) Recreation, Civic and Religious Uses.
(1) Bowling alley: three (3) spaces for each bowling alley lane plus such additional space as may be required for affiliated uses (restaurant, bar, etc.)
(2) Private club, lodge or assembly hall without fixed seats, veterans, business, civic or fraternal organization: one (1) space for every fifty (50) square feet of floor area in the auditorium, assembly or meeting room plus one (1) space for every 200 square feet of other floor area.
(3) Auditorium, assembly hall or sports arena with fixed seats: one (1) space for every three and one-half (3.5) seats.
(4) Library, museum, art gallery: one (1) space for every 300 square feet of floor area.
(5) Place of public assembly, including a church, synagogue: one (1) space for every four (4) seats maximum design capacity.
(6) Recreation and amusement facility: one (1) space for every five (5) customers (maximum capacity) and one (1) space for every two (2) employees.
(7) Theater, including non-commercial performing arts facility/theater: one (1) space for every three and one-half (3.5) seats.
(g) Industrial and Warehousing Uses.
(1) Industrial and manufacturing plants and wholesale establishments: one (1) space for every 300 square feet of floor area or one (1) space for every one and one-half (1.5) employee on the maximum shift, whichever is greater.
(2) Wholesale Stores: one (1) space for every eight hundred (800) square feet of floor area, and one (1) space for each employee on the largest shift.
(3) Warehouse establishment: one (1) space for every 10,000 square feet of floor area, plus one (1) space for every two (2) employees on the maximum combined shift.

1221.03 OFF-STREET LOADING REQUIREMENTS.
In connection with every building or part hereof, except dwellings, erected after the passage of the Zoning Ordinance, there shall be provided on the same lot with such building off-street loading spaces or berths for uses which customarily receive or distribute material or merchandise by vehicle. Requirements for any use not specified in this section shall be the same as for a similar permitted use in the particular zoning district, as determined by the Zoning Administrator. If the commercial or industrial establishments are such that shipping and/or receiving goods are not an integral part of the business, the requirements listed below may be varied or waived with provision of written notice by the Zoning Administrator.
(a) Business and Commercial Uses: one (1) space for the first 10,000 square feet of floor area and one (1) space for each additional 20,000 square feet of floor area.
(b) Office Uses: one (1) space for the first 75,000 square feet of floor area and one (1) space for every additional 25,000 square feet of floor area.
(c) Medical and Health Uses: Same as subsection (b) hereof.
(d) Manufacturing, Industrial and Warehousing Uses:
(1) Industrial plant: one (1) space for every 10,000 square feet of floor area.
(2) Warehouse and wholesale distributor: one (1) space for every 7,500 square feet of floor area.

1221.04 DESIGN STANDARDS.
(a) Dimensions.
(1) Each parking stall shall be a minimum of nine feet (9') in width and nineteen feet (19') in length, except parallel parking stalls shall be twenty-two feet (22') in length.
(2) Aisle width shall vary with the angle of parking as follows:

(3) Head-in parking shall allow three feet (3') of car overhang adjacent to the curb or building.
(4) A minimum clear distance of three feet (3') shall be provided when parking is adjacent to a building.
(5) Each off-street loading space shall be at least ten feet (10') in width, twenty-five feet (25') in length, and shall have a vertical clear distance of twenty-five feet (25').
(b) Surfacing. All open parking and loading spaces, except a required parking space accessory to a single-, two- or three-family dwelling, shall be graded and provided with a hard surface of bituminous or Portland cement.
(c) Drainage. All open, off-street parking and loading areas shall be provided with adequate drainage facilities, as determined by the City Engineer, in order to ensure that storm water does not flow onto abutting sidewalks in such a way or quantity that adjoining property owners or users of the sidewalk would be detrimentally affected or inconvenienced.
(d) Screening and Landscaping.
(1) When any open off-street parking or loading area used for nonresidential purpose and containing more than two (2) spaces is not separated from a residential district by a dedicated street, an effective buffer or screen consisting of a solid wall, fence or view-obscuring dense planting of evergreen shrubs shall be provided to protect the privacy of the adjoining residential uses. Such wall, fence or hedge shall not be less than four feet (4') or more than six feet (6') in height and shall be maintained in good condition.
(2) All tree lawns shall be landscaped and/or planted with grass and maintained in good condition, in such a way as to clearly distinguish their separation from adjacent public streets or private drives.
(e) Lighting. Any lighting used to illuminate off-street parking or loading areas shall be equipped with suitable shielding or be designed as to prevent a glare at eye level on surrounding public or private property or streets.
(f) Marking and/or Signing. Designated off-street parking or loading spaces shall be marked on the surface of the parking area with paint or permanent marking materials and maintained in a clearly visible condition. Signing as necessary shall be placed in order to designate particular loading areas or required movements of vehicles as determined by the layout of the parking or loading area.

All open, off-street parking and loading areas shall be provided with adequate drainage facilities, as determined by the City Engineer, in order to ensure that storm water does not flow onto abutting sidewalks in such a way or quantity that adjoining property owners or users of the sidewalk would be detrimentally affected or inconvenienced.
(d) Screening and Landscaping.
(1) When any open off-street parking or loading area used for nonresidential purpose and containing more than two (2) spaces is not separated from a residential district by a dedicated street, an effective buffer or screen consisting of a solid wall, fence or view-obscuring dense planting of evergreen shrubs shall be provided to protect the privacy of the adjoining residential uses. Such wall, fence or hedge shall not be less than four feet (4') or more than six feet (6') in height and shall be maintained in good condition.
(2) All tree lawns shall be landscaped and/or planted with grass and maintained in good condition, in such a way as to clearly distinguish their separation from adjacent public streets or private drives.
(e) Lighting. Any lighting used to illuminate off-street parking or loading areas shall be equipped with suitable shielding or be designed as to prevent a glare at eye level on surrounding public or private property or streets.
(f) Marking and/or Signing. Designated off-street parking or loading spaces shall be marked on the surface of the parking area with paint or permanent marking materials and maintained in a clearly visible condition. Signing as necessary shall be placed in order to designate particular loading areas or required movements of vehicles as determined by the layout of the parking or loading area.
