BASE DISTRICTS. This chapter establishes the following base zoning districts:

OVERLAY AND SPECIAL PURPOSE DISTRICTS. This chapter establishes the following overlay and special purpose zoning districts:

OVERLAY DISTRICTS. As the name implies, overlay districts work in combination with ("over-lay") underlying base district zoning regulations (R, C, or M districts) to impose additional requirements and standards on specific property. These additional standards only apply within the limits of the overlay district. The regulations that apply within overlay zoning districts are established in accordance with the text amendment procedures of Section 2-200. Overlay zoning district boundaries are established in accordance with the zoning map amendment (rezoning) procedures applicable to any other zoning district (see Section 2-300).
References in this chapter to "residential" zoning districts shall be construed as references to all base zoning districts beginning with the letter "R." References in this chapter to "commercial" zoning districts shall be construed as references to all base zoning districts beginning with the letter "C." References in this chapter to "manufacturing" zoning districts shall be construed as references to all base zoning districts beginning with the letter "M." References to "nonresidential" zoning districts shall be construed as references to all base zoning districts beginning with the letters "C" or "M."
Under the hierarchy established by this chapter, the R-1A district is the least intensive (most restrictive) base zoning district, while the M-2 district is the most intensive (least restrictive) base zoning district. The table of Section 3-101 presents the base zoning districts in order, from least intense to most intense. Overlay and Special Purpose zoning districts are not included in the zoning district hierarchy.

ZONING MAP ADOPTED. The location and boundaries of the districts established by this chapter are set forth on the zoning maps entitled, "City of Beloit Zoning District Maps," approved by City Council Ordinance Number 2947 on September 17, 2001, which are incorporated herein and hereby made a part of this chapter. The Zoning District Maps, together with everything shown thereon and all amendments thereto, shall be a part of this chapter as though fully set forth and described herein.

INTERPRETATION OF MAP. The following rules shall apply in interpreting the boundaries of the zoning districts shown on the Zoning District Maps:
a.
Zoning district boundary lines are the centerlines of highways, streets, alleys and easements; or right-of-way lines of railroads, toll roads and expressways; or section, division of section, tract and lot lines; or such lines extended, unless otherwise indicated.
b.
In areas not subdivided into lots and blocks, wherever a district is indicated as a strip adjacent to and paralleling a street, highway or waterway, the depth of such strips shall be in accordance with dimensions shown on the maps measured at right angles from the center line of the street or highway, and the length of frontage shall be in accordance with dimensions shown on the map from section, quarter section, or division lines, or center lines of streets and highways, or railroad rights-of-way, unless otherwise indicated.

ZONING OF ANNEXED LAND. On land hereafter annexed to or consolidated with the City of Beloit, no building or structure shall be erected, enlarged or moved and no change in the use of land or existing buildings or structures shall be made until an ordinance designating the zoning district classification of such annexed land is duly adopted by the City Council. Processing of annexations and rezonings may take place simultaneously, provided that the ordinance rezoning the property shall not become effective until after the effective date of the annexation.
