An "open deck" is a raised platform not enclosed by walls, glass, screens, roofing or otherwise except for railings which are no less than 50% open.
§ 21-18A.2 Compliance with Rear Yard Requirements.

No variance from rear yard setback requirements of the Land Development Chapter shall be required for the erection of a deck in a residential zone, provided that the following conditions are met:
The surface area of the deck, including stairways and railings, may not protrude into the rear yard setback by more than 50% of the minimum rear yard setback requirement for that zone.
No part of the surface area of the deck is closer than 15 feet to the rear lot line.
