Whenever the public necessity, convenience, general welfare or good zoning practice requires, the Village Board may, by ordinance, change the district boundaries or amend, change or supplement the regulations established by this chapter or amendments thereto.

A change or amendment may be initiated by the Village Board or by a petition of one or more of the owners or lessees of the property within the area proposed to the changed.

Petitions for any changes to the district boundaries or amendments to the regulations shall be filed with the Village Clerk-Treasurer, describe the premises to be rezoned or the regulations to be amended, list the reasons justifying the petition, specify the proposed use and have attached the following:

The Village Board shall hold a public hearing upon each petition or upon its own recommendation, giving notice by publishing a Class 2 notice under Ch. 985, Wis. Stats., and written notice at least 10 days prior to the clerk of any municipality whose boundaries are within 1,000 feet of the land to be affected by the proposed change. The notice shall list the time and place of the hearing and the changes or amendments proposed. Copies of the proposed amendments relating to the floodplain provisions of this chapter along with the notice of public hearing shall be sent to the appropriate district office of the Department of Natural Resources and the Federal Insurance Administration.

Following such hearing and after careful consideration, the Village Board shall vote on the passage of the proposed change or amendment. No amendment to this chapter or the map as pertains to the floodplain regulations of this chapter shall become effective until approved by the Department of Natural Resources and the Federal Insurance Administration.

In the event of a protest against a zoning district change or amendment to the regulations of this chapter, duly signed and acknowledged by the owners of 20% or more either of the areas of the land included in such proposed change, or by the owners of 20% or more of the land immediately adjacent extending 100 feet therefrom, or by the owners of 20% or more of the land directly opposite thereto extending 100 from the street frontage of such opposite land, such change or amendment shall not become effective except by the favorable vote of 3/4 of the full Village Board membership.
