ARTICLE I
Introduction
§ 380-1 Enacting clause.
Pursuant to the authority conferred by Article 7 of the Village Law and Articles 2 and 3 of the Municipal Home Rule Law of the State of New York, the Village Board of the Village of Boonville hereby adopts and enacts the following chapter.
§ 380-2 Title.
This chapter shall be known as "The Village of Boonville Zoning Law."
§ 380-3 Purpose.
A.
The purposes of this chapter are to provide for orderly growth in accordance with a comprehensive plan; to lessen congestion in the streets; to secure safety from fire, flood and other dangers; to provide adequate light and air; to make provision for, so far as conditions may permit, the accommodation of solar energy systems and equipment and access to sunlight necessary therefor; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewerage, schools, parks and other public requirements; and to promote the health, safety, and general welfare of the public.

This chapter has been made with reasonable consideration, among other things, as to the character of each zone and its peculiar suitability for particular uses, and with a view to conserving the value of buildings and encouraging the most appropriate use of land throughout the Village of Boonville.
§ 380-4 Applicability.
This chapter, and any amendment thereto, shall apply on its effective date to all uses which have not been substantially commenced, and structures which have not been substantially constructed, regardless of the status of permits or certificates of occupancy issued pursuant to the New York State Uniform Fire Prevention and Building Code.
