Pursuant to the authority granted by Article 9, Section 2, Paragraph 4, of the Constitution of the State of Georgia of 1983, and for the purposes of promoting the health, safety, convenience, order, prosperity or general welfare of the City of Bowdon, Georgia, lessening congestion in the streets, securing safety from fire, panic, and other dangers; providing adequate light and air; preventing the overcrowding of land; avoiding undue concentration of population; facilitating the adequate provision of transportation, water, sewerage, schools, parks, and other public requirements; adequate living conditions, along with the sustained stability of neighborhoods; protecting property against blight and depreciation, conserving the value of buildings and structures throughout the City; all in accordance with a comprehensive land use plan, the City Council of Bowdon, Georgia does ordain and enact into law the following articles and sections.
