ARTICLE IX

OFF-STREET PARKING AND LOADING

Sec. 91. - General Requirements.

1.

Off-street parking facilities for one-family and two-family dwellings shall be located on the same lot or plot of ground as the building to be served. The location of off-street parking facilities for other than one-family and two-family dwellings shall not be more than 300 feet distant measured along the nearest pedestrian walkway.

Parking requirements for two or more uses of the same or different types may be satisfied by the allocation of a common or collective parking facility. Such facility shall not be less than the sum of the requirements for the individual uses computed separately in accordance with the requirements of this ordinance.

For the purposes of this Ordinance, the term "off-street parking space" shall consist of an area of not less than 200 square feet exclusive of driveway and maneuvering areas permanently reserved for the temporary storage of one vehicle and connected with a street or alley by a driveway as defined in Chapter [Article] III.

For the purpose of the Ordinance, the term "off-street loading space" shall consist of a space having the following dimensions:

Length. Thirty-five feet: width, twelve feet: height. Fourteen feet, as defined in Article III.

Areas reserved for off-street parking or loading in accordance with the provisions of this section shall not be reduced in area or changed to any other use unless the permitted use which it serves is discontinued or modified, except where equivalent off-street parking or loading space is provided.

For uses not specifically mentioned in this section the requirements for off-street parking and loading requirements for off-street parking and loading facilities for a similar use specifically mentioned in this section shall apply.

Sec. 92. - Off-Street Parking Requirements.

There shall be provided at the time of the erection of any building or structure off-street parking spaces, with adequate provision for ingress and egress by an automobile of standard size in accordance with the schedule to follow. When a building or structure is enlarged or increased in capacity by adding dwelling rooms, guest rooms, floor area, or seats minimum off street parking shall be provided for each additional rooms, floor area, or seats.

Use and Parking Spaces.

One-and-two family dwellings- 2 spaces per dwelling unit.

Multiple dwellings-2 spaces per dwelling unit except for efficiency apartments for which 1 space per dwelling shall be provided.

Hotels, Apartments- 1 spaces for each dwelling unit.

Motels, tourist homes, transient hotels- 1 space for each guest bedroom, plus additional space for a resident manager, plus 1 additional space for each 5 employees.

Boarding and lodging house- 1 space for each bedroom.

Hospital, sanitariums, nursing homes for the aged, and similar institutional uses-1 space for each 4 beds, plus 1 space for each staff or visiting doctor, plus 1 space for each 4 institutional uses employees, including nurses.

Churches and other places of worship- 1 space for each 4 seats in the main auditorium.

Theatres, auditoriums, places of public assembly- 1 space for each 3 seats.

Schools- 1 space for each 4 seats in assembly hall, or if no assembly hall then 1 space for each employee, including teacher s and administrators, plus 5 spaces per classroom for high school.

Skating rinks, dance halls, exhibition halls, poolrooms, and other places of amusement or assembly without fixed seating arrangements- 1 space for each 200 sq. ft. of floor space.

Bowling alleys- 4 spaces for each alley.

Business, professional, and public offices- 1 space for each 300 sq. ft. of floor area, or 4 spaces for each separate office whichever is greater,

Restaurants, similar establishments serving food and beverages- 1 space for each 75 sq. ft. of floor area devoted to patron uses, plus 1 space for each 4 employees.

Automobile repair garage- 1 space for each regular employee plus 1 space for each 300 sq. ft. of floor space.

Gasoline service stations- 6 spaces for each grease rack or similar facility, plus 1 space for each attendant.

General business, commercial, or personal service establishments catering to the retail trade or wholesale businesses, but not including "supermarkets"- 1 space for each 100 sq. ft. of first floor area, plus 1 space for each 200 sq. ft. of area above the ground floor, but not including industrial storage areas.

Food Stores of the type customarily termed "supermarkets" - 1 space for each 75 sq. ft. of areas exclusive of storage areas.

Commercial, Manufacturing, and industrial establishments not catering to the retail trade- 1 space for each 2 employees on the large working shift, plus 1 for company vehicle operating from the premises.

Sec. 93. - Off-Street Loading Spaces.

Each building used for business, trade, or industry shall provide spaces as indicated below for the loading and unloading of vehicles off the street or public alley. Such space shall have access to a public alley or, if no alley is accessible, to a public street, such spaces shall be provided with maneuvering and turning areas so that no vehicle will be required to back into a street, and shall be equal in area to at least the minimum requirements for the specific use with which associated as set forth below.

Use and Loading Spaces.

Retail businesses and service - 1 space 12 feet by 35 feet for each 1,000 sq. ft. of floor areas or part thereof.

Wholesale businesses, industries, hospitals, hotels, and institutions-1 space 12 feet by 35 feet for each 10,000 sq. ft. of floor area or part thereof.

Bus and truck terminals - Sufficient space to accommodate the maximum number of buses or trucks to be stored or to be loaded or unloaded at the terminal at any one time.

Sec. 94. - Off-Street Parking and Loading Space CBD.

The off-street parking and loading requirements of this Ordinance shall not apply within that portion of the C-2 General Commercial Zoning District defined as the Central Business District on the Zoning Map and labeled "CBD."

Sec. 95. - Continuing Character of Obligations.

Required off-street parking and loading spaces associated with newly erected or altered buildings or newly established uses of land shall be a continuing obligation of the owner of said building or land so long as the structure or use exists or its use requiring vehicle parking or vehicle loading facilities continues, and it shall be unlawful for said owner to discontinue, change, or dispense with, or to cause the discontinuance or change or the required vehicle parking or loading space which meet the requirements of and are in compliance with this Ordinance, of or any person to use a building or lot without providing vehicle parking or loading spaces which meet the requirements of and are in compliance with this Ordinance.
