Off-street parking, access drives and loading facilities for all nonagricultural uses shall be provided in accordance with this Article whenever:

There are no off-street parking, access drive and loading requirements for agricultural uses other than no vehicular farm equipment shall be permitted to be stored or parked within the street right-of-way line.

Where otherwise required by this Zoning Chapter, a traffic impact study shall address the minimum requirements of the Brecknock Township Subdivision and Land Development Ordinance § 98-37.[1]

All parking facilities, access drives and loading areas shall have an approved all-weather dustless surface.

All paved areas shall be graded per the requirements of the Brecknock Township Subdivision and Land Development Ordinance §§ 98-43 and 98-46 to provide for drainage. Adequate storm drainage facilities shall be designed in accordance with Chapter 93, Stormwater Management, of the Brecknock Township Code of Ordinances.

Wheel stops or curb shall be installed as required by the Brecknock Township Subdivision and Land Development Ordinance § 98-44A(2).

All paved areas shall be designed so that each vehicle may proceed to and from the parking or loading space provided for it without requiring the moving of any other vehicle.

Entrances, exits, interior drives, parking lots and spaces and loading areas shall be clearly indicated by adequate signs, curbs and markings so that operators of vehicles intending to patronize the interior drives, parking lots and loading areas shall not duly impede traffic as a result of any confusion as to the location of entrances, exits, drives, parking lots and loading areas.

As a minimum, the lines of all parking stalls and driveways (including directional arrows, etc.) shall be solid white lines four inches in width. White paint for these lines shall conform to Federal Specification TT-P-115C, Type 1, for white nonreflective traffic line paint, or the equivalent.

Automotive vehicles or trailers of any kind or type without current license plates and/or current inspection stickers shall not be parked or stored other than in completely enclosed accessory buildings. This requirement shall not be applicable to implements and other vehicles not normally used as conveyances on the public highways.

Not more than two access drives shall be projected to any single property or business establishment unless the frontage exceeds 300 feet.

With the exception of shared access drives, access drives contained within a strip of land less than 36 feet wide, and access drives located as a result of site-specific directives issued by the Lancaster County Planning Commission or the Pennsylvania Department of Transportation, no access drive shall be located within 10 feet of any property line.

Where possible, vehicular access shall be located on minor rather than major streets or highways. All driveways that enter onto an arterial or major collector street shall be so designed and constructed as to permit vehicles to pull out rather than back out onto the street.

The landowner shall be responsible for the construction of any necessary traffic control devices or additional acceleration lanes required by the Pennsylvania Department of Transportation in the case of vehicular access to major thoroughfares.

In the design of parking lots, the minimum required stall depth, stall width and aisle width shall be as shown in the Brecknock Township Subdivision and Land Development Ordinance.[1]

All parking spaces shall be on the same lot as the principal building except, when permitted elsewhere by the Zoning Hearing Board, all or part of the required number of spaces may be provided on a separate lot or lots within 500 feet from such premises.

Parking spaces shall not be located within 10 feet of any street right-of-way line.

Adequate off-street loading and unloading space shall be provided on the same premises with every structure erected or occupied for any use which involves the receipt or distribution of materials or merchandise by motor vehicle.

Trucks or other type of delivery vehicles entering the lot for the primary purpose of loading or unloading merchandise shall be separated from visitor, customer or employee parking and circulation.

Loading facilities shall be placed and arranged so as not to interfere with the free movement of vehicles and pedestrians over a public road.

Loading facilities shall not be constructed between the setback line and a street line.

Loading spaces shall have a minimum width of 12 feet. The length of spaces shall be determined by the size of the vehicles to be using the loading facilities.

Adequate turning areas, determined by the size of vehicles to be used and current engineering practices, shall be provided for loading and unloading traffic.

The minimum number of parking spaces provided for each use shall be determined by the table contained in Subsection B. Any property with a combination of uses shall require adequate parking for each use based on this section. For uses which are not specifically listed in this section, the minimum number of spaces shall be equivalent to that of the most similar use contained herein.
