ARTICLE II
Development Goals
§ 195-5 Purpose.
In addition to the purpose set forth in § 195-2, this chapter is intended to assist in achieving to the extent possible the implementation of the Township of Brighton General Development Plan.
§ 195-6 Community goals.

A.
The development goals of the Township of Brighton Comprehensive Plan include, but are not limited to, the following:
(1)
Parks, recreation and quality of life.
(a)
Goal: To ensure that there are sufficient public parks and recreation facilities that are inviting, well-maintained, free from vandalism, accessible to all residents and which meet the current safety standards through the coordinated efforts of the Township, municipal partnership, community groups, businesses, the School District and individual volunteers.
(b)
Goal: To encourage, support and promote community building activities in order to foster a cohesive community identity.
(2)
Community development.
(a)
Goal: To promote quality development which capitalizes on the Township's unique locational advantage and which respects the natural landscape and existing character of the community.
(b)
Goal: To build upon the strengths of the Township's existing residential housing base, stable neighborhoods and unique bedroom community character.
(3)
Transportation. Goal: To improve the safety and flow of pedestrian and vehicular travel and to reduce the overall traffic congestion while encouraging multiple modes of public/private transportation that are conducive to the needs of the community.
(4)
Community services facilities. Goal: To ensure that municipal administration services and facilities are provided and coordinated in an efficient and effective manner.
(5)
Historical, cultural and natural resources. Goal: To preserve and enhance the natural, scenic and historic areas of the community.
B.
Community development objectives. The community development objectives of the Township of Brighton Comprehensive Plan include, but are not limited to, the following:
(1)
Manage development in areas of steep slopes, poor soils, floodplains, wetland and clay mining areas.
(2)
Encourage the preservation of woodlands, unique views and historical heritage.
(3)
Encourage protection of the natural ground cover, minimize soil erosion and siltation, and encourage proper methods of stormwater drainage in development areas.
(4)
Preserve the current blend of rural ambiance and single-family detached development.
(5)
Maintain the dominant land use theme of a bedroom community with limited regional commercial and professional office uses.
(6)
Develop specific design standards for adaptive reuse, infill projects and facade improvements in key commercial, profession, and office area.
(7)
Maintain densities in the Township in harmony with the traditional character of the area.
(8)
Ensure that built features, zoning densities and recreation serve the needs of the entire community (seniors, children and adults).
(9)
Encourage the evolution of cohesive development areas with each having a distinctive character and identity, by discouraging urban sprawl in the form of scattered or strip development.
(10)
Limit industrial development around the Interstate 376 interchange.

(11)
Improve existing and future commercial nodes with streetlights, landscaping, pedestrian paths, traffic control and other streetscape amenities.
(12)
Design new developments so that they contribute to, and have, a relationship to the community as a whole. Site planning should be accomplished by considering the elements of the site as well as the site's relationship to surround parcels and street system.
(13)
Encourage the development and use of passive open areas and parks [such as small urban plazas, passive park areas, greenways with street furniture (benches, etc.)] in site design.
(14)
Improve and increase recreational opportunities in terms of land purchase, program development and administration.
(15)
Achieve pedestrian-friendly residential development with sidewalks, walkways, and bicycle paths.
(16)
Promote the expansion of retail sales and service activities, collectively, in properly designed service centers.
(17)
Coordinate efforts of the School District in the location of schools, recreational areas, and police and fire stations within their respective service areas, thus avoiding duplication of effort and expenditure.
(18)
Investigate expansion of the service areas for public water and sewer as appropriate.
(19)
Encourage the construction of a variety of housing types to provide affordable housing for all incomes.
(20)
Support the attraction of businesses which add to the quality of life and increases the economic base in the Township.
(21)
Promote roadway design standards and off-street parking requirements to assure the availability of roads to carry existing and future traffic volumes.
(22)
Require integration of proposed streets with existing road network.
(23)
Implement street design improvement on an on-going basis.
§ 195-7 Statement of consistency.

This chapter is prepared in accordance with an overall growth management program, the Township of Brighton Comprehensive Plan, and with consideration for the character of the municipality, its natural and man-made environment and the suitability of the land for particular uses and structures.
