Parking and Loading Performance Standards
§ 205-118 General regulations applicable to off-street parking facilities.

A.
Existing parking. Structures and uses in existence at the date of adoption of this chapter shall not be subject to the requirements of this section so long as the kind or extent of use is not changed, provided that any parking facility now serving such structures or uses shall not in the future be reduced below such requirements.
B.
Change in requirements.
C.
Conflict with other uses. No parking area shall be used for any use that interferes with its availability for the parking need it is required to serve.
D.
Continuing obligation. All required facilities shall be provided and maintained so long as the use exists which the facilities were designed to serve. Off-street parking facilities shall not be reduced in total extent after their provision, except upon the approval of the Zoning Hearing Board as a special exception and then only after proof that, by reason of diminution in floor area, seating area, or change in other factors controlling the regulation of the number of parking spaces, such reduction is in conformity with the requirements of this chapter. Reasonable precautions shall be taken by the owner or sponsor of a particular use to assure the availability of required facilities to the employees or other persons whom the facilities are designed to serve. Such facilities shall be designed and used in such a manner as to at no time constitute a nuisance, a hazard, or an unreasonable impediment to traffic.
E.
Joint use. Two or more uses may provide for required parking in a common parking lot if the total space provided is not less than the sum of the spaces required for each use individually. However, the number of spaces required in a common parking facility may be reduced below this total by special exception if it can be demonstrated to the Zoning Hearing Board that the hours or days of peak parking needed for the uses are so different that a lower total will provide adequately for all uses served by the facility.
F.
Location of parking spaces. Required off-street parking spaces shall be located on the same lot or premises with the principal use served. Where a nonresidential use cannot meet this requirement, the required off-street parking may be located within 300 feet of the premises to which they are appurtenant; however, pedestrian access from the parking facility to the nonresidential use shall be provided.
G.
Fractional measurements. If in determining the number of required off-street parking spaces there results a fractional space, any fraction up to and including 0.5 shall be disregarded and any fraction over 0.5 shall require one space.
H.
Maintenance of parking areas. For parking areas of three or more vehicles, the area not landscaped and so maintained, including driveways, shall be graded, surfaced with asphalt or other suitable material, and drained to the satisfaction of the Township Engineer to the extent necessary to prevent dust, erosion or excessive water flow across streets or adjoining properties. All off-street parking spaces shall be marked so as to indicate their location. Failure to keep parking areas in satisfactory condition (i.e., free from holes or clearly delineated) shall be considered a violation of this chapter. These requirements shall not apply to driveway extensions and/or recreational vehicle parking as set forth in Section 302.8.1 of the Property Maintenance Code.
§ 205-119 Reduction of nonresidential parking requirements.
In order to prevent the establishment of a greater number of parking spaces than is actually required to serve the needs of nonresidential uses, the Township Council, after consulting with the Planning Commission and Township Engineer, may permit a conditional reduction of parking space if the following conditions are satisfied:
A.
This conditional reduction of parking shall apply to Use C3 Office Park, Use D2 Large Retail Store, and Use F3 Wholesale Business, Wholesale Storage or Warehousing. Township Council may permit a conditional reduction of parking for other uses where it deems appropriate.
B.
The design of the parking lot, as indicated on the land development plan, must designate sufficient space to meet the parking requirements of this chapter. The plan shall also illustrate the layout for the total number of parking spaces.
C.
The conditional reduction shall provide for the establishment of not less than 80% of the required number of parking spaces, as specified in this chapter. The plan shall also illustrate the layout for the total number of parking spaces.
D.
The land development plan shall indicate that the maximum impervious surface ratio will be met if the total number of required parking spaces is provided.
E.
The balance of the parking area conditionally reserved shall not include areas for required buffer yards, setbacks, or areas which would otherwise be unsuitable for parking spaces due to the physical characteristics of the land or other requirements of this chapter. This parking area which is reserved shall be located and have characteristics so as to provide amenable open space should it be determined the additional parking spaces are not required. The developer shall provide a landscaping plan for the reserved area with the land development plan.
F.
The developer shall enter into a written agreement with Township Council that after 18 months following the issuing of the last occupancy permit, the additional parking spaces shall be provided at the developer's or owner's expense should it be determined that the required number of parking spaces are necessary to satisfy the need for the particular land development. This agreement shall apply to any future owners of the property.
G.
At the time of the above-stated agreement, the developer or owner shall post a performance bond or other securities to cover the cost of installation of the remaining parking spaces. Eighteen months after the issuance of the last occupancy permit Township Council, with recommendations of the Township Engineer and the Planning Commission, shall determine if the additional spaces shall be provided by the developer or if the area shall remain as open space.
H.
Land which has been determined and designated by Township Council to remain as open space rather than as required parking shall not be used to provide parking spaces for any additional or expansion but shall remain as open space.
§ 205-120 Standards for off-street parking according to use.

A.
The following are minimum off-street parking standards required for the specific uses. Parking shall be provided on the lot with the use it serves as follows:
(1)
Uses A1 Single-Family Detached, A2 Two-Family Dwelling, A5 Mobile Home Park, and A6 Residential Conversion: two off-street parking spaces per dwelling unit.
(2)
Uses A3 Single-Family Attached Dwelling and A4 Multiple-Family Dwelling: two off-street parking spaces per dwelling unit plus one spaces per dwelling unit for overflow parking of visitors and guests.
(3)
Use A7 Life-Care Facility: 0.85 off-street parking spaces per bedroom in addition to one off-street parking space for each employee on the largest shift.
(4)
Use B1 Place of Worship: one off-street parking space for each two seats provided for patron use, or at least one off-street parking space for each 40 square feet of gross floor area used or intended to be used for service to patrons, guests or members, whichever requires the greater number of off-street parking spaces, plus one additional space for each full-time employee.
(5)
Use B2 School.
(a)
Kindergarten: one off-street parking space for each faculty member and employee plus two additional off-street parking spaces per classroom.
(b)
Elementary school: one off-street parking space per faculty member and employee, plus one off-street parking space per two classrooms and offices.
(c)
Junior high school: one off-street parking space per faculty member and employee, plus one off-street parking space per two classrooms and offices.
(d)
Senior high school: one off-street parking space per faculty member and employee, plus one off-street parking space per 10 students of projected building capacity.
(6)
Use B2a College/University: one off-street parking space for each faculty member and employee, plus two spaces for each three classroom, laboratory, and auditorium seats.
(7)
Use B3 Trade or Commercial School: one off-street parking space per faculty member and employee, plus one space for every two nonresident students, at total enrollment. Parking for resident students shall meet the requirement for Use G5 Dormitory.
(8)
Use B4 Library or Museum: one off-street parking space per five seats or one off-street parking space per 250 square feet of gross floor area where no seats are provided, plus one space per employee.
(9)
Use B5 Private Club: one off-street parking space for every three persons present at such facilities when they are filled to capacity, or at least one off-street parking space for each 50 square feet of gross floor area used or intended to be used for service to members and guests, whichever requires the greater number of off-street parking spaces, plus one additional space for each employee.
(10)
Use B6 Community Center: one off-street parking space for each four seats provided for patron use or at least one off-street parking space for each 50 square feet of gross floor area used or intended to be used for service to customers, patrons, clients, guests or members, whichever requires the greater number of off-street parking spaces, plus one additional space for each employee.
(11)
Use B7 Day-Care Center: one off-street parking space for each teacher, administrator, and other employee, plus one off-street parking space per six children, disabled or elderly persons.
(12)
Use B8 Hospital: 1 1/2 parking spaces for every one patient bed, plus one off-street parking space for each employee on the two major shifts. When Uses B2, B3, B9, C1 and C2 are proposed in conjunction with a hospital, the parking requirements specified for each individual use shall be met.
(13)
Use B9 Nursing Home: one off-street parking space per two patient beds, plus one off-street parking space for each staff and visiting doctor; plus one parking space for each employee on the two major shifts.
(14)
Use B10 Cemetery: one off-street parking space for employee and one off-street parking space for each four visitors in total capacity of the chapel.
(15)
Use B11 Municipal Services: one off-street parking space for every four seats in meeting areas or one off-street parking space for each 200 square feet of gross floor area, whichever requires the greater number of off-street parking spaces, plus one off-street parking space for every employee.
(16)
Use C1 Office: one off-street parking space for every 250 square feet of gross floor area.
(17)
Use C2 Medical Office: one off-street parking space for every one 150 square feet of gross floor area, plus one space for every doctor and full-time employee.
(18)
Use C3 Office Park: one off-street parking space for each 200 square feet of gross floor area.
(19)
Use D1 Retail Shop: one off-street parking space for every 150 square feet of gross floor area, plus one space for each employee on the largest shift.
(20)
Use D2 Large Retail Store: one off-street parking space for every 250 square feet of gross floor area, plus one space for each employee on the largest shift.
(21)
Use D3 Financial Establishment: one off-street parking space for every 150 square feet of gross floor area, plus one space for each employee on the largest shift.
(22)
Use D4 Sit-Down Restaurant: one off-street parking space for every 50 square feet of gross floor area or one off-street parking space for every three seats, whichever requires the greater number of spaces, plus one space for each employee on the largest shift.
(23)
Use D5 Fast-Food Restaurant: one off-street parking space for every 50 square feet of gross floor area or one off-street parking space for every two seats, whichever requires the greater number of spaces, plus one space for each employee on the largest shift.
(24)
Use D6 Repair Shop: one off-street parking space for every 300 square feet of gross floor area, plus one off-street parking space for each employee on the largest shift.
(25)
Use D7 Funeral Home or Mortuary: one off-street parking space for each four seats provided for patron use, or one off-street parking space for every 50 square feet of gross floor area used or intended to be used in the operation of the establishment, whichever requires the greater number of off-street parking spaces, plus one space for each employee on the largest shift.
(26)
Use D8 Motel, Hotel and Inn: one off-street parking space for each rental room or suite, plus one off-street parking space for each employee on the largest shift. In addition, parking shall be provided for the accessory facilities listed in § 205-16D(8) based on one off-street parking space for every four persons of total capacity or based on the parking requirements for the specific use if it is listed as a separate use (i.e., Use D4 Sit-Down Restaurant).
(27)
Use D9 Indoor Entertainment: one off-street parking space for every 120 square feet of gross floor area or one off-street parking space for every three seats, whichever is greater, plus one off-street parking space for each employee.
(28)
Use D10 Athletic Facility: one off-street parking space for every three persons of total capacity or at least one off-street parking space for every 150 square feet of gross floor area, whichever requires the greater number of spaces, plus one space for each employee on the largest shift.
(29)
Use D11 Target Range: one off-street parking space for every three persons of total capacity or at least one off-street parking space for every 150 square feet of gross floor area, whichever requires the greater number of spaces, plus one space for each employee on the largest shift.
(30)
Use D12 Outdoor Entertainment: one off-street parking space for every three persons of total capacity, plus one space for every employee.
(31)
Use D13 Tavern: one off-street parking space for each 50 square feet of gross floor area or one off-street parking space for every two seats intended for use by patrons, whichever requires the greater number of spaces, plus one off-street parking space for each employee on the largest shift.
(32)
Use D14 Veterinary Office or Clinic: four off-street parking spaces for each doctor, plus one off-street parking space for each employee.
(33)
Use D15 Service Station: one off-street parking space for each 300 square feet of gross floor area or four off-street parking spaces for each service bay, whichever requires the greater number of spaces, plus one off-street parking space for each employee. Off-street parking spaces are not to be a part of, nor interfere with, the accessways to the pumps.
(34)
Use D16 Car Wash: one off-street parking space for each employee on the largest shift.
(35)
Use D17 Automotive Sales: one off-street parking space for each 200 square feet of gross floor area and one off-street parking space for each 2,000 square feet of total outside vehicle display area, plus one space for each employee on the largest shift. This required parking shall not be used for the display of vehicles.
(36)
Use D18 Automotive Repair: one off-street parking space for each 100 square feet of gross floor area, plus one space for each employee.
(37)
Use D19 Truck Sales: one off-street parking space for each 200 square feet of gross floor area and one off-street parking space for each 2,000 square feet of total outside vehicle display area, plus one space for each employee on the largest shift. This required parking shall not be used for the display of vehicles.
(38)
Use D21 Marina: two off-street parking spaces per boat slip plus one space for each employee on the largest shift.
(39)
Use D22 Adult Commercial Uses: one off-street parking space for each four seats provided for patron use, or at least one off-street parking space for each 50 square feet of gross floor area used or intended to be used for service to customers, patrons, clients, guests or members, whichever requires the greater number of off-street parking spaces, plus one additional space for each full-time employee.
(40)
Use D23 Personal Service Establishment: one off-street parking space for every 150 square feet of gross floor area, plus one space for each employee on the largest shift.
(41)
Use D24 Agriculture: one off-street parking space for each employee.
(42)
Use D25 Nursery: one off-street parking space for each employee.
(43)
Use D26 Commercial Kennel: one off-street parking space for each employee on the largest shift plus one space for each 200 square feet of sales area.
(44)
Use D27 Dwelling in Combination: two off-street parking spaces per dwelling unit. This parking is in addition to the parking for the commercial or office use.
(45)
Use D28 Convention Center: one off-street parking space per room and one space per employee for lodging, one space per five fixed seats if seating provided, and one space per 35 square feet of gross assembly area without seating if provided.
(46)
Use D29 Pawnshop/Check-Cashing Establishment: one off-street parking space for every 150 square feet of gross floor area, plus one space for each employee on the largest shift.
(47)
Use El Utilities: two off-street parking spaces, plus one off-street parking space for each employee normally in attendance at the facility at any time.
(48)
Use E2 Emergency Services: one off-street parking space for each on-duty member plus, where a community room is provided, one off-street parking space will be provided for each 100 square feet of gross floor area.
(49)
Use E3 Terminal: off-street parking spaces as the Planning Commission and Council shall determine adequate to serve customers, patrons, visitors, employees, and vehicles normally parked on the premises.
(50)
Use F1 Manufacturing: one off-street parking space per 2,000 square feet of gross floor area.
(51)
Use F2 Research and Development: one off-street parking space for each employee on the largest shift, or one off-street space for every 250 square feet of gross floor area, whichever requires the greater number of parking spaces, plus one space for each company vehicle normally stored on the premises.
(52)
Use F3 Wholesale Business, Wholesale Storage, Warehousing: one off-street parking space per 2,000 square feet of gross floor area.
(53)
Use F4 Mini-Warehouse: one off-street parking space for each 2,000 square feet of gross floor area of storage. These parking spaces should be distributed equally throughout the storage facility. If living quarters for a caretaker are provided, two additional off-street parking spaces are required.
(54)
Use F5 Printing: one off-street parking space for each employee on the largest shift, or one off-street parking space for every 250 square feet of gross floor area, whichever is greater, plus one space for each company vehicle normally stored on the premises.
(55)
Use F6 Contracting: one off-street parking space for each employee on the largest shift, or one off-street parking space for each 250 square feet of gross floor area, whichever is greater, plus one off-street parking space for each company vehicle normally stored on the premises.
(56)
Use F7 Truck Terminal: one off-street parking space for each employee, or one off-street parking space for every 500 square feet of gross floor area, whichever requires the greater number of spaces, plus one space for each company vehicle normally stored on the premises.
(57)
Use F9 Fuel Storage and Distribution: one off-street parking space for each employee on the largest shift, plus one off-street parking space for each company vehicle normally stored on the premises.
(58)
Use F10 Junkyard: one off-street parking space for each employee on the largest shift, plus one space for each company vehicle normally stored on the premises.
(59)
Use G1 Accessory Home Occupation.
(a)
Use Gla Professional Offices: In addition to the off-street parking spaces required in this chapter for the particular residential use concerned, a professional office shall provide one off-street parking space for each employee, plus one additional space for each 200 square feet of office space.
(b)
Use G 1b Personal Services: In addition to the off-street parking spaces required in this chapter for the particular residential use concerned, personal services use shall provide one off-street parking space for each employee, plus one additional space for each 200 square feet of service space.
(c)
Use G1c Instructional Services: In addition to the off-street parking spaces required in this chapter for the particular residential use concerned, an instructional service shall provide one off-street parking space per two students being instructed at any one time.
(d)
Use G1d Home Crafts: In addition to the off-street parking spaces required in this chapter for the particular residential use concerned, a home craft shall provide one off-street space per each employee and one off-street space for each business vehicle.
(e)
Uses G1e Family Day Care, G1f Group Child Day-Care Center, and G1g Adult Day-Care Center: In addition to the off-street parking required for the particular residential use concerned, at least one additional off-street parking space is required for each employee and one space for the loading and unloading of children or disabled and/or elderly persons.
(f)
Use G1h Trades: In addition to the off-street parking spaces required in this chapter for the particular residential use concerned, a trades business shall provide one offstreet space for each employee and one off-street space for each business vehicle.
(60)
Use G3 Accessory Apartment: The required parking for the principal dwelling, plus one additional off-street parking space per bedroom in the accessory apartment shall be provided.
(61)
Use G5 Dormitory: 0.40 parking spaces per resident shall be; provided, however, that if the institution has administrative policies which restrict vehicle ownership, Council shall establish the parking requirement.
(62)
Use G6 Nonresidential Accessory Building or Structure: Parking shall conform to the most closely related use in § 205-16.
(63)
Use G12 Bed-and-Breakfast: one off-street parking space per guest bedroom provided on the premises, in addition to other off-street parking spaces required by this chapter. The off-street parking spaces shall be located either to the rear of the main dwelling or screened from the roadway and adjacent properties by fencing or natural vegetation.
(64)
Use A9 Group Home: one off-street parking space for every two residents, unless satisfactory proof is submitted to the Township that such individuals are incapable or not permitted to operate a motor vehicle during the period of residency at the facility.
(65)
Use D31 Medical Marijuana Dispensary: one off-street parking space for every 200 square feet of gross floor area.
(66)
Use F13 Medical Marijuana Grower/Processor: one off-street parking space per 2,000 square feet of gross floor area.
(67)
Use D32 Hookah Bar/Lounge: one off-street parking space for each 50 square feet of gross floor area or one off-street parking space for every two seats intended for use by patrons, whichever requires the greater number of spaces, plus one off-street parking space for each employee on the largest shift.
§ 205-121 Parking garages.
The design standards specified below shall be required for all parking garages established after the effective date of this chapter:
A.
The minimum dimensions of stalls and aisles shall be as follows:
(1)
Stall width shall be at least 10 feet. Parking stalls next to a wall or pillar shall be one foot wider.
(2)
Stall depth shall be at least 20 feet with said dimensions measured on the angle for all angle parking, and 22 feet for parallel parking.
(3)
Minimum width of aisles providing access to stalls for one-way traffic only, varying with the angle of the parking, shall be:

(4)
Minimum width of aisles providing access to stalls for two-way traffic shall be 24 feet.
B.
Parking areas shall be designed to permit each motor vehicle to proceed to and from the parking space provided for it without requiring the moving of any other motor vehicles.
C.
There shall be a minimum transition of 12 feet on all ramps where they meet the parking floor.
E.
On circular ramp systems, the minimum outside radius on all turns shall be 34 feet.
F.
Garage entrance.
(1)
There shall be a minimum stacking area beyond the entrance control point for 10 cars. The stacking areas shall not be in a public street, nor shall it interfere with vehicular circulation in the vicinity of the common parking garage.
(2)
The grade of the ramp shall begin at least 25 feet beyond the control point.
G.
Parking garages shall be subject to all minimum building setback requirements of this chapter.
§ 205-122 Off-street loading.
A.
Off-street loading facilities shall be provided for any use hereafter established or enlarged which customarily receives or distributes goods or materials by trucks.
B.
The off-street loading facilities provided shall be sufficient to accommodate the maximum number of trucks that will normally be loading, unloading, or stored on the premises at any one time.
C.
Off-street loading facilities required by this chapter shall, in all cases, be on the same lot or parcel of land as the use they are intended to serve.
D.
Off-street loading facilities shall have adequate maneuvering space and shall be so arranged that they may be used without blocking or otherwise interfering with the use of automobile accessways, parking facilities, fire lanes or pedestrian ways or backing out onto a street.
E.
All required facilities shall be provided and maintained so long as the use exists which the facilities were designed to serve. Off-street loading facilities shall not be reduced in total extent after their provision, except upon the approval of the Zoning Hearing Board and then only after proof that such reduction is in conformity with the requirements of this chapter. Reasonable precautions shall be taken by the owner or sponsor of a particular use to assure the availability of required facilities to the delivery and pickup vehicles they are designed to serve.
F.
All off-street loading facilities shall be located to the side or rear of the building and shall not be used to satisfy off-street parking requirements.
G.
Lighting of off-street loading facilities may be required at the discretion of Council. All artificial lighting used to illuminate loading facilities shall be so arranged that no direct rays from such lighting fall upon any neighboring property or streets.
H.
Required off-street loading facilities. The following table indicates the required off-street loading berths/spaces:
