The several lots, blocks and other real property within Indian Springs Annex are hereby assessed according to the assessment list for Indian Springs Annex, as the same now remains in the office of the city clerk.

The assessment shall be collected in annual installments. Five percent of the assessment of each of the lots, blocks and other real property shall be collected by the county collector in 1994 and annually thereafter. The annual installments shall be paid with the first installment of general taxes due in each year or, at the election of the taxpayer, in quarterly installments along with the quarterly installments of ad valorem taxes. The annual installments shall continue until the whole of the assessment has been paid.
