The city council may from time to time amend, supplement, or change by ordinance the boundaries of the zoning districts or the regulations herein established.
Before taking action on any proposed amendment, supplement, or other change to this ordinance, including specific use permits, the city council shall submit the proposed revision to the planning and zoning commission for its recommendation and report.

The planning and zoning commission shall make a preliminary report and hold a public hearing on such proposed revision before submitting its final recommendation and report to the city council. Except as hereafter provided, only published notice shall be required for the public hearing before the planning and zoning commission on proposed changes in zoning rules and regulations. Such published notice shall be given by publication at the time and in the manner prescribed in section 13.04 of this article. Written notice of public hearings before the planning and zoning commission on proposed changes in permitted uses or classification of property shall be sent to owners of real property lying within two hundred (200) feet of the property on which such change in permitted use or classification is proposed, such notice to be given not less than ten (10) days before the date set for hearing to all such owners who have rendered their property for city taxes as the ownership appears on the most recently approved tax rolls of the city. Such notice may be served by depositing the same, properly addressed and postage prepaid, in the United States mail at a location in the city.
After receipt of the final report and recommendation of the planning and zoning commission, a public hearing on such matter shall be held by the city council before adopting any proposed amendment, supplement, or change of this ordinance. Notice of such hearing shall be given by publication one (1) time in a newspaper of general circulation in the city, stating the time and place of such hearing, which time shall be not less than fifteen (15) days nor more than thirty (30) days from the date of publication of such notice. However, the city council may, after giving the published notice required hereby, hold such public hearing jointly with the planning and zoning commission, but the city council shall not take any action on such matter until it has received the planning and zoning commission's final report pertaining thereto.
In the event of a written protest against such a proposed amendment, supplement, or change signed by the owners of twenty (20) percent or more either of the area of the lots or land included in such proposed change or of the lots or land immediately adjoining the same and extending two hundred (200) feet therefrom, such amendment or change shall not become effective except by the favorable vote of three-fourths of all members of the city council.
