08 INTERPRETATION
§ 17.08.010 Interpretation.
In interpreting and applying the provisions of this title, the provisions shall be held to be the minimum requirements for the promotion of the public health, safety, morals and general welfare; therefore, when this title imposes a greater restriction upon the use of buildings or premises, or requires larger open spaces than are imposed or required by other laws, resolutions, rules, or regulations, the provisions of this title shall control.

§ 17.08.020 Public hearing fee schedule.
A.
Whenever a public hearing is required by this title, in addition to other required data accompanying a request involving a public hearing, the applicant shall pay a fee as established by resolution by the city council, to the city to help defray expenses encountered in processing of the application. Such actions include, but are not limited to, variance, conditional use, special use permit, zone change, annexation and annexation involving boundary review board.
B.
No application shall be processed unless such cost, charges or fees have been paid in full, and such fee shall not be refundable.
