Whenever a violation of this chapter occurs, any person may file a complaint in regard thereto. All such complaints must be in writing and shall be filed with the Enforcement Officer, who shall properly record such complaint and immediately investigate. However, the Municipal Board shall be responsible for insuring compliance with this chapter when it is brought to their attention that a violation may exist, even though no formal complaint is filed.

Each violation of this chapter shall be punishable by a fine not exceeding $250, imprisonment for not more than 15 days, or both such fine and imprisonment, for each offense. Each week's continued violation shall constitute a separate additional violation. New York State laws on violations and penalties shall apply.
