ARTICLE 7

SINGLE-FAMILY DETACHED RESIDENTIAL R-2

§ 7-1 PURPOSE.

The purpose of this district is to provide for low density, single-family residential development of a relatively spacious character together with facilities and accessory structures as may be necessary and are compatible with residential development of this nature. The provisions of this district are intended to protect and stabilize the essential characteristics of such existing development; to permit population densities that are low enough to be compatible with neighboring single-family development; to encourage such future development to occur on vacant land where the natural characteristics of such land are suitable; to provide policies that will encourage medium density development to occur where public facilities and services and other factors are available that are conducive to residential development of such densities; and to discourage any activities not compatible with such residential development.
The district is also established for the following additional purposes:
1. 
To protect residential areas, as far as possible, against heavy and through traffic.
2. 
To protect residential areas against congestion, as far as possible, by managing the density of population around them, by providing off-street parking spaces; and by providing open areas of rest to break the monotony of continuous building bulk, thus providing a more desirable environment for urban living.
3. 
To provide for privacy and the access of light and air to windows as far as possible, to provide controls over the spacing and height of buildings and other structures.

§ 7-2 PERMITTED USES.

1. 
Uses permitted by right

2. 
Accessory structures permitted

3. 
Uses permitted by Specific Use Permit
See Appendix 1 - Schedule of Uses.

§ 7-3 DIMENSIONAL REQUIREMENTS.

All principal and accessory structures shall be located and constructed in accordance with Section 7-4 where it applies, as well as to the following requirements:
1. 
Residential uses

2. 
Accessory structures
See Appendix 3A-C - Area, Setback, Height, and Coverage Regulations for Accessory Buildings.

§ 7-4 SPECIAL REGULATIONS.

In addition to Section 7-3, Dimensional Requirements, the following requirements shall apply where required:
1. 
Access

2. 
Nonconforming uses

3. 
Off-street parking and loading facilities
See Section 19-8.
4. 
Home occupations
See Section 19-5.
5. 
Site development plan
a. 
The developers of the property shall submit a schedule of construction to the City Council.
b. 
After the site development has been approved, any adjustments or rearrangements of buildings, parking, entrances, or open spaces must be approved by the City Council.
6. 
Building materials
a. 
All construction in the R-2 district is to be a minimum of fifty-five percent (55%) brick, natural stone, or better.
b. 
All construction in the R-2 district is to be of new material.
