Mobile Homes

§ 110-31 Temporary housing.

A. 
Temporary housing in a mobile home may be permitted for a period not to exceed one year in situations dealing with natural disasters such as fire, flood, wind, earthquake, etc., and for a person who is having constructed or is constructing himself a permanent dwelling unit.
B. 
Temporary housing permit. A temporary housing permit shall be issued by the Building Inspector. When it becomes apparent that temporary housing is no longer necessary because permanent housing has been constructed or secured, the Building Inspector shall send written notice to the permit holder that the temporary housing shall be removed within 30 days from the receipt of such notice. Otherwise, all temporary housing shall be removed within 48 hours from the expiration date of the permit. The following conditions must be met for a temporary housing permit to be granted:
(1) 
The mobile home shall comply with all yard setback requirements.
(2) 
The water and sewer systems must be approved by the Columbia County Department of Health or the Village Water and Sewer Department, whichever is applicable.
(3) 
The mobile home shall not be permanently affixed to the ground (exclusive of necessary tie-down apparatus), nor shall its wheels be removed.
C. 
Violations. Violations of the above provisions shall be grounds for revocation of the temporary housing permit.
D. 
Permit extension. One extension beyond the initial one-year period may be granted as a variance by the Zoning Board of Appeals, provided that hardship is shown by the applicant. The length of extension shall be determined by the Board but shall not exceed one additional year.

§ 110-32 Mobile homes and mobile home parks.

A. 
Individual mobile homes. With the exception of those mobile homes existing at the time this chapter is adopted, no new mobile homes will be permitted within the village limits except as set forth in § 110-31 of this chapter.
B. 
Mobile home parks. With the exception of those mobile home parks existing at the time this chapter is adopted, no new mobile home parks shall be permitted within the village limits.
