Sections:
A.
Trailer houses and mobile homes are not permitted in any designated zones of Chiloquin, under usual circumstances.
B.
Trailer houses and mobile homes will only be permitted on allowance of a variance by the planning commission and approved by the council, in all zones except the single-family—low density zone. A variance will be allowed only upon application to the planning commission and approval by the planning commission and the city council in the manner hereinafter set out.

D.
It shall be unlawful to park or place any trailer house used for human occupancy with the city for any period of time exceeding fifteen days except in a regularly licensed trailer park which has been issued a valid certificate of sanitation, required under the provisions of ORS Chapter 446, and has been issued a license under Section 16.28.030 or on an individual lot under the terms and conditions hereinafter set out in this chapter.
(Ord. 329 §2(part), 1972; Ord. 277 §3(part), 1969)
As used in this chapter, the following definitions apply:
"Trailer house" means any camp car, vacation trailer, camping trailer, mobile home, or portable structure or vehicle constructed or designed to permit its occupancy for dwelling or sleeping purposes or any other form of human occupancy. These terms shall be used interchangeably and be construed to indicate and apply to all vehicles and/or structures, self-propelled or moved by external means, that are capable of being moved along the street or highway and are provided or equipped with sleeping, living, cooking, and sanitary facilities, or any of these facilities.
"Trailer parks" means any property developed for the purpose of parking trailer houses, wherein two or more of such units are placed within five hundred feet of each other on any lot, tract, or parcel of land under ownership and provided with facilities as required by ORS 446.002 to 446.165, and all of the regulations concerning trailer parks as provided in ORS 446.002 to 446.165, are hereby adopted as regulations for the maintenance and operation of trailer parks in the city of Chiloquin, Oregon.

D.
Each application for a trailer park license, except where the application is for renewal only, shall be accompanied by two copies of a plot plan of the park and floor plans of all park buildings. 2.
Name of owner of park;
3.
Name of individual preparing plans;
4.
Scale used in preparing plans;
5.
Explanation of symbols used;
6.
Identify proposed work and existing installations, if any.
E.
The council may, in its discretion, grant or deny a trailer park license. Such license shall be granted or denied based on the effect of the proposed trailer park on the surrounding property and on the present and future development of the city generally.
(Ord. 277 §3(part), 1969)
The city council shall within thirty days after receipt of the application hold a public hearing on the matter of granting a license for the proposed trailer park. Not less than ten days before any such hearing, the city recorder shall post or cause to be posted, written notice of such hearing in four conspicuous places within six hundred feet of such proposed site.
(Ord. 277 §3(part), 1969)
All licensed trailer parks shall comply with ORS Chapter 466, Sections .002 to .990, unless otherwise provided for in this chapter.
(Ord. 277 §3(part), 1969)
Each and every trailer park within the limits of the city shall pay an annual license fee of twenty-five dollars.
(Ord. 277 §3(part), 1969)
Any license granted hereunder shall not be transferrable except upon application being made to the city council in a like manner as required for the original issuance of a license.
(Ord. 277 §3(part), 1969)
The same procedure for obtaining a license to operate a trailer park shall follow before the number of trailer parking units in any such park may be increased in number and before the reestablishment of any trailer park which has been discontinued and not in operation for a period of more than one year.
(Ord. 277 §3(part), 1969)
The city council may revoke any trailer park license when the licensee has been found guilty by a court of competent jurisdiction of violating any provisions of this chapter or any of the state laws relating to the operation of trailer parks. After such conviction, any license may be reissued if the circumstances leading to the conviction have been remedied, the park is being maintained and operated in full compliance with this chapter and any other ordinances or laws relating to the operation of a trailer park, and upon the city council's approval of the reissuance of such license.
(Ord. 277 §3(part), 1969)
Within District 2, trailer houses may be erected, used and occupied as private dwellings, subject to the other provisions of this chapter.
(Ord. 277 §3(part), 1969)
A.
No more than one trailer house shall be erected on any lot in said area. No trailer house shall be placed on any lot containing all or part of an existing residence.
B.

C.
No trailer house shall be placed upon a lot unless it has the Oregon State Seal of Approval and until arrangements have been made to connect it with the city sewer system and water system and such trailer house shall not be occupied until such connections have been made.
(Ord. 277 §3(part), 1969)

C.
Diagram of proposed location of the trailer house on the lot;

Such application shall be granted or denied by the city council based on the same considerations required for the granting or denial of a trailer park license. The approval of such application shall not be transferrable, however, on approval of such application no further applications shall be required so long as the trailer house and lot remain under the same ownership, as that term is defined in Section 16.28.110(B), regardless of whether such trailer house is thereafter from time to time removed from the lot;

No accessory building or addition shall exceed the height of a one-story building which for purposes of this ordinance, is established at thirteen feet or the roofline of the trailer house, whichever height is greater; provided, however, that its height shall exclude any antenna or cooler. All such additional structures must be removed from the property on removal of the trailer. A deposit of fifty dollars shall be posted with the city recorder at the time of making the application for the building permit or for approval from the building inspector for the erection of an additional structure to guarantee compliance of this subsection. Such deposit shall be refunded, upon compliance with this subsection, after removal of the trailer from the lot and the removal of the additional structures in a manner satisfactory to the city building inspector. Such deposit will be forfeited to the city upon failure to comply with this subsection. The city reserves the right to enter upon any lot where such additions or outbuildings have been constructed, and cause such additions or outbuildings to be removed in accordance with the requirements of this section.
(Ord. 338 §1, 1973; Ord. 277 §3(part), 1969)
No trailer house shall be placed upon a lot if the wheels thereof are removed except upon a continuous concrete or block foundation. If the wheels of the trailer house are not removed, then within one hundred days after the placing of said trailer house upon a lot, a skirt of fire resistant material shall be placed around the trailer house.
(Ord. 277 §3(part), 1969)
Any person, firm or corporation that has a trailer house legally parked in the city at the time that the ordinance codified in this chapter goes into effect shall be permitted to continue the existing use of that particular trailer house at its present location if the use was permitted prior to the adoption of the ordinance codified in this chapter.
