Except where a lesser maximum height is prescribed either by this title or any other ordinance or by statute, all buildings and structures of every kind and nature in the territory of the city except radio towers and oil derricks shall not exceed one hundred fifty feet in height.

No building or structure shall be moved from one lot or premises to another unless such building or structure shall thereupon be made to conform to all the provisions of this title relative to buildings or structures hereafter erected upon the lot or premises to which such building or structure shall have been moved, and shall be made to conform to the general character of the existing buildings in the neighborhood or better.

No building or structure existing at the time of the effective date of the ordinance codified in this title or any amendment thereof which is designed, arranged, intended for or devoted to a use not permitted in the zone in which such building or structure is located, shall be enlarged, extended, reconstructed, built upon or structurally altered unless the use of such building or structure is changed to a use permitted in the zone in which such building or structure is located or unless an exception has been granted under the terms of this title.

Nothing in this title contained shall be deemed or construed to prevent the completion of any building or structure which is under construction at the effective date of the ordinance codified in this title, or any amendment thereof, or for the construction of which a valid building permit is in force, in the event that such construction or the proposed use of such building or structure is not at said date in violation of any other ordinance or law, and in the further event that such building or structure is completed within one year from such date.

When repairs within any twelvemonth period exceed fifty percent of the value of an existing building or structure, such building or structure shall be made to conform to the requirements of this title for new buildings or structures.

A person shall not use or cause or permit to be used any building, structure, improvement or premises located in any zone described in this title contrary to the provisions of this title.

Every member of the city council, the city manager and his or her authorized representatives may enter any premises, building, or structure at any reasonable hours for investigation or inspection as to whether or not any portion of such premises, building, or structure, is being used in violation of this title. Every person who denies or prevents, obstructs, or attempts to deny, prevent or obstruct such access is guilty of a misdemeanor.
