After public hearings and upon the findings by the planning and zoning commission and the city council that the grant of a planned unit development in the particular case serves a greater public purpose as to design of the particular plan and its relationship to the surrounding area, it is intended that, where there are conflicts between the requirements of this article and other provisions of this land development code, the provisions of this article shall apply.
