(a)
The provisions specified in the zoning code shall be the minimum requirements for the promotion of the public health, safety and general welfare.
(b)
Where the provisions specified in the zoning code exceed the requirements specified in other chapters of the codified ordinances, the more stringent of the requirements shall be followed.
(c)
No person shall locate, erect, construct, reconstruct, enlarge, change, maintain, or use any building or land in violation of any regulation or requirements of the zoning code.
(d)
Every building or structure constructed or placed on a lot in the city shall be located on a lot herein defined and in no case shall there be more than one principal building on the lot except as approved by the planning commission in the R-3 and PUD zoning districts or approved by the city manager in the C-1, C-2 and I-1 districts. This restriction shall not apply to condominiums as defined in section 1127.02(32)B.
(e)
No yard or part thereof, open space, off-street parking or loading space that is required for a building, structure or use shall be considered in meeting the same requirements for more than one building, use or structure.
(f)
No free-standing principal building located in any C or I district shall contain less than 200 square feet of floor area on the ground floor; except where specifically permitted as a conditional use.
(g)
No curb cuts shall be permitted without approval from the city manager.
(h)
This zoning code shall not require any changes or alterations to be made to any plan, layout, construction, size or designated use of any development, building, structure or part thereof which has obtained official approval and the required permits prior to the adoption of this zoning code, but does not comply with the requirements of this zoning code; provided that construction is started within six months of the passage of the zoning code, and completed two years thereafter, and further provided that such construction is carried out in conformance with the approved plans. All permits for construction not begun within six months of the adoption of this zoning code shall be revoked.
(i)
No individual mobile home dwelling shall be used in the construction of a single-family dwelling as a building component.

No land or building shall be used or occupied in any manner creating dangerous, injurious, noxious or similarly objectionable conditions which could adversely affect the surrounding areas or adjoining premises. Any use permitted by the zoning code may be undertaken and maintained if acceptable measures and safeguards to reduce dangerous and objectionable conditions to acceptable limits are employed.
(a)
Any activity involving the use or storage of flammable or explosive materials shall be protected by adequate firefighting and fire suppression equipment and by such safety devices as are normally used in the building or storing of such material.
(b)
No activity shall emit dangerous radioactivity at any point, or electrical disturbance adversely affecting the operation at any point of any equipment other than that of the creator of the disturbance.
(c)
Noise which is objectionable, as determined by the city manager, due to volume, frequency, or beat shall be muffled or otherwise controlled.
(1)
In determining whether a noise is "objectionable", consideration shall be given to the extent of the noise, frequency or occurrence, time of day, adjacent land uses, and the technology available to control the noise.
(2)
Apparatus used exclusively for public purpose are exempt from this requirement.
(d)
No vibration shall be permitted which is discernable without instruments on any adjoining property.
(e)
No emission of air pollutants shall be permitted which violates the minimum federal requirements as enforced by the Sandusky County Health Department. Dust and other airborne pollutants shall be minimized through the paving, oiling or landscaping of the lot area around any building. Processes and operations of permitted uses capable of dispersing gases or toxic particulates into the atmosphere shall be hooded or otherwise suitable enclosed. The emission of such toxic gases or particulate matter shall be from a stack.
(f)
Any operation producing intense light or heat, such as high temperature processes like combustion, welding or otherwise, shall be performed within an enclosed building and not be visible beyond any lot line bounding the property whereon the use is conducted. No exterior lighting shall be positioned so as to extend light or glare onto adjacent properties or rights-of-way.
(g)
No discharge at any point into any public sewer, private sewage disposal system or stream or into the ground, of any materials shall be permitted except in accordance with the approval of the Ohio Environmental Protection Agency or other agency having jurisdiction over such activities.

No person shall cause or allow earth-disturbing activities on a development/construction area except in compliance with the standards and criteria set out below.
(a)
To control pollution of public waters by soil sediment from accelerated sheet and rill erosion on a development area, the responsible person shall:
(1)
Construct and maintain sediment basins sized in accordance with the U.S. Soil Conservation Service handbook entitled, "Water Management and Sediment Control for Urbanizing Areas"; or
(2)
Utilize other measures identified within the handbook or other acceptable measures approved by the city manager.
(b)
To control pollution of public waters by soil sediment from accelerated erosion in drainageways and grassed waterways and in streams and ditches disturbed or modified in conjunction with the development/construction process, the responsible person shall:
(1)
Design, construct, and maintain concentrated water flow channels such that the velocity of flow does not exceed the permissible velocities provided by the city manager; or
(2)
Utilize other measures identified within the handbook or other acceptable measures approved by the city manager.
(c)
To control sediment pollution of public waters caused by sloughing, landsliding, or dumping of earth material, or placing of earth material into such proximity that it may readily slough, slide, or erode into public waters by natural forces, no person shall:
(1)
Dump or place earth material into public waters or into such proximity that it may readily slough, slide or erode into public waters unless such dumping or placing is authorized by the city manager for such purposes as, but not limited to, constructing bridges, culverts, erosion control structures and other instream or channel bank improvement works; or
(2)
Grade, excavate, fill or impose a load upon any soil or slope known to be prone to slipping or landsliding, thereby causing it to become unstable, unless qualified engineering assistance has been employed to explore the stability problems and make recommendations to correct, eliminate or adequately address the problem.
