(a)
Manufactured home parks are permitted uses only within the R-3 multiple-family residential district.
(b)
No existing manufactured home park may be expanded unless the requirements of the zoning code are met and approved according to section 1159.03.
(c)
A manufactured home park shall:
(1)
Be designed, constructed, operated and maintained so as to be harmonious and appropriate in appearance with the character of the vicinity of the proposed manufactured home park and will not undesirably alter the essential character of the area.
(2)
Be served adequately by public facilities and services or the persons responsible for the establishment of the proposed park shall be able to provide adequate services.
(3)
Have vehicular approaches to the property which shall be so designed as to conform with existing traffic patterns and limitations on the surrounding public streets.
(4)
Be minimum of eight acres except for additions or extensions.
(5)
Meet or exceed the minimum requirements of the public health council as detailed in OAC Ch. 3701-27 and its subsequent amendments.
(d)
Individual manufactured homes located within the manufactured home park shall have a minimum floor area of 600 square feet.

(a)
Intent. It is the intent of this section to encourage the provision of alternative modest income housing in residential areas by permitting the use of manufactured housing. This section applies only to manufactured/mobile homes outside of any manufactured home park.
(b)
Classification of manufactured/mobile homes.
(1)
Class A: A manufactured home certified as meeting either the Manufactured Home Construction and Safety Standards of the U.S. Department of Housing and Urban Development or requirements of the Ohio Board of Building Standards; has the same siding materials and pitched shingled roofs as used on newly constructed conventional homes; and is on a permanent foundation.
(2)
Class B: A manufactured home certified as meeting either the Manufactured Home Construction and Safety Standards of the U.S. Department of Housing and Urban Development or requirements of the Ohio Board of Building Standards; has the same siding materials and pitched shingled roof as used on newly constructed conventional homes and is on a permanent foundation.
(3)
Class C: A noncertified manufactured home.
(c)
Zoning certificate. A zoning certificate shall be required prior to the replacement of any manufactured/mobile home.
(d)
Replacement of manufactured/mobile homes. A manufactured/mobile home deemed a nonconforming use may be replaced by a manufactured Home, provided the replacement is as follows: a class C manufactured home may be replaced with a class A or class B manufactured home; a class B manufactured Home could be replaced with a class A or class B manufactured home; a class A manufactured home could be replaced with another class A manufactured home.
(e)
All replacements must meet the following requirements:
(1)
Meet all requirements for lot, yard, building and other requirements for the district in which it is located.
(2)
Use a permanent perimeter enclosure.
(3)
Be anchored to the ground in accordance with the manufacturer's specifications.
(4)
Have all wheels, axles and hitch mechanisms removed.
(5)
Have utilities connected in accordance with the city's and manufacturer's specifications.
(f)
The establishment, location, and use of a class A manufactured home (as identified in this section) as a permanent residence, approved individually, shall be permitted in the R-3 residential zoning districts provided that all requirements of the district are met. A zoning certificate shall be obtained prior to placement of the class A manufactured home.

(a)
Applications may be obtained from the office of the city manager and when completed, returned to that office.
(b)
In addition to the required application form, the following information shall be provided as part of the application:
(1)
The proposed location, site size, total number of manufactured home sites to be developed, and the production schedule for the development.
(2)
The proposed location, size and use of the nonresidential portions of the tract, including usable open space, parklands, playgrounds and other areas and spaces, including their suggested ownership.
(3)
The proposed provisions for water, sanitary sewer, surface drainage and fire protection facilities, including engineering feasibility studies or other pertinent information.
(4)
The proposed traffic circulation pattern, including location of public and private streets, curbs and gutters, walks and other accessways showing their relationships to existing streets and topographic features.
(5)
Information on the use or reuse of existing features such as topography, drainageways, tree cover, structures, streets and easements.
(6)
Deed restrictions, covenants, easements and encumbrances to be used to control the use, development and/or maintenance of the park.
(c)
The planning commission shall review the application and determine whether the proposed manufactured home park complies with the requirements of section 1159.01 and shall instruct the city manager whether to issue a zoning certificate.
