CHAPTER 17

44 OFF STREET PARKING, LOADING AND DISPLAY LOT REGULATIONS

17.44.010: TITLE AND PURPOSE:

The provisions of this chapter shall be known as the OFF STREET PARKING, LOADING AND DISPLAY LOT REGULATIONS. The purposes of these regulations are:
   A.   To reduce traffic congestion;
   B.   To allow more efficient utilization of on street parking;
   C.   To reduce pollution;
   D.   To increase public safety;
   E.   To minimize the adverse effects of off street parking and loading on adjacent land uses;
   F.   To allow for commerce;
   G.   To provide for the efficient use of land;
   H.   To enhance pedestrian and bicycle movement;
   I.   To encourage efficient transportation patterns; and
   J.   To provide for basic access by motor vehicle and bicycles. (Ord. 3403, 2011)

17.44.020: DEFINITIONS:

CHANGE OF USE: A change in the activity group classification of use or a change in the facility for a use such that an intensification of use results.
DISPLAY LOTS: Those lots, parcels or portions of property used for the purpose of sale, rental, storage or lease of cars, trucks, recreational vehicles, other motorized vehicles, boats, mobile heavy equipment, and for the sale or storage of mobile homes.
DRIVEWAYS: Those roadways that provide access into and through a parking area from a street to the parking aisles, and those roadways that provide interior circulation between parking areas.
PATIENT CARE ROOM: Any room in a medical or healthcare office that is used for consultation, examination, or treatment.
SHARED USE PARKING: The sharing of parking spaces by adjacent, nonconflicting land uses at different periods of the day.
TEMPORARY CONSTRUCTION PARKING LOTS: Parking lots used solely for the purpose of replacing parking displaced by construction for a period not to exceed eighteen (18) months, expiration of the building permit for the construction project or issuance of a certificate of occupancy whichever is shorter.
TRAFFIC AISLES: Roadways within a parking area which have parking spaces taking access from either or both sides and which are intended primarily to provide direct access to parking spaces. (Ord. 3181 §1, 2004: Ord. 2239 §2, 1989: Ord. 2070 §1, 1987: Ord. 1764 §2(part), 1982)

17.44.030: RESIDENTIAL USES:

Exceptions:
   1.    Off street parking for portable classrooms will not be required if: a) the school is either a tax supported school accredited by the Idaho Department of Education or is a nonprofit; and b) the added area in the portable classroom facilities do not exceed 12 percent of the gross area of the permanent school buildings (elementary schools may add an additional 3 classrooms or teaching stations above the 12 percent threshold); and c) the portable classrooms or other like facilities are temporary (remaining at the school for 5 years or less).
   2.    Alternative parking arrangements proposed by the specific school may be acceptable as determined by the Planning Director or designee pursuant to section 17.44.220 of this chapter.
   3.    Existing permanent structures may be expanded without providing additional off street parking provided the expansion does not exceed 125 percent of the existing floor area.
   4.    Required off street parking for permanent school buildings must meet the requirements of this code, unless the school enters into an agreement with the city to install the improvements. The agreement shall provide that the improvements will be installed within 5 years of the City Council approval of the agreement, and the school shall secure the agreement by a performance bond or other sufficient security acceptable to the City Attorney or designee. Such bonding or security shall be for 150 percent of the estimated costs of the improvements as determined by the City Engineer or designee. The educational institution may provide additional temporary unpaved parking spaces in excess of the minimum requirements that are not subject to the mandatory design standards contained in this chapter for up to 5 years. The temporary parking spaces must be maintained with a dustless surface, approved by the city, capable of preventing tracking of mud or dirt onto public streets.

17.44.060: COMMERCIAL USES:

17.44.090: INDUSTRY USES:

17.44.095: REQUIRED PARKING SPACES:

Parking spaces for commercial business park district shall be as follows:
   A.   For principal uses in subsections 17.07.610A, D, and E of this title, and for all accessory uses, parking spaces will be provided as required by this chapter for the particular use.
   B.   For principal uses in subsections 17.07.610B and C of this title: one space for each four hundred (400) square feet of gross floor area on the main and upper floors; and one space for each six hundred (600) square feet of gross floor area in the basement.
   C.   For specially permitted uses, parking spaces will be provided as required by this chapter for the particular use or in the amount established in conjunction with the special use permit. (Ord. 3403, 2011)

17.44.100: BICYCLE PARKING SPACE:

Where off street parking is required by this chapter, one bike rack capable of accommodating at least two (2) bikes is required for the first ten (10) required parking stalls. Additional bike racks will be installed on a ratio accommodating one bike for each additional ten (10) parking stalls. The required bike racks must be located on the same lot as, and within a reasonable distance of, the principal use or structure. The bike racks must be placed in a location that will not interfere with pedestrian or vehicular traffic and the area where the rack is placed must meet the paving requirement contained in section 17.44.310 of this chapter. A reduction in the total number of off street parking spaces may be available for providing special accommodations for bicyclists as provided in section 17.44.200 of this chapter. (Ord. 3403, 2011)

17.44.105: HANDICAPPED PARKING REQUIRED:

Where off street parking is required, handicapped parking spaces shall be provided in accordance with the currently adopted building code. The spaces shall be twelve feet (12') wide and twenty feet (20') long and shall be open on one side to allow room for individuals in wheelchairs or requiring the aid of a mechanical device to egress and ingress from a motor vehicle on a level, paved surface. Spaces shall be accessible and close to the entrance of the facility and shall be signed for use by the handicapped. (Ord. 3096 §38, 2003: Ord. 2894 §2, 1998: Ord. 2239 §4, 1989: Ord. 2035 §1, 1987)

17.44.110: BASIC PROVISIONS:

Off street parking, loading and display lots as specified in this chapter shall be provided for facilities, or portions thereof, which are constructed, established, reconstructed, or moved onto a lot after the effective date hereof. In addition all display lots established prior to the effective date hereof must be brought into full conformance with the provisions of these regulations by the date specified in section 17.44.575 of this chapter. The required off street parking, loading and display lots shall be developed and maintained according to the applicable regulations of the parking ordinance, the zoning ordinance, and the off street parking design standards of the planning department.
If provisions for the required number of off street parking spaces are not set forth in this chapter, or the provisions are not clear for any specific use or uses, the planning commission shall determine the number of off street parking spaces required. 17.44.120: EXCEPTIONS:

   A.   Whenever any use in existence prior to the effective date hereof does not conform to these provisions, such use may be maintained as a nonconforming use subject to all other regulations of this chapter and the nonconforming use regulations in sections 17.06.905 through 17.06.985 of this title.
   B.   Exceptions, variances, or waivers to the regulations of the parking ordinance may be allowed pursuant to the provisions set forth in sections 17.09.605 through 17.09.630 of this title and section 17.44.550 of this chapter. (Ord. 1764 §2(part), 1982)

17.44.130: CHANGE OR INCREASE IN USE OF PROPERTY:

Parking, which meets the requirements of this chapter, shall be provided whenever the occupancy or use of any premises is changed to a different use or the existing use is intensified. This provision shall not apply to the addition of rooms or other alterations of single-family dwellings nor to any addition or alteration of any building required to meet the requirement of federal law including, but not limited to, the Americans with disabilities act (ADA). 17.44.140: REDUCTIONS TO EXISTING PARKING OR LOADING:

No existing required parking or loading shall be reduced in amount or changed in design, location, or maintenance below the requirements prescribed in this chapter for the development served, unless equivalent substitute off street parking is provided. (Ord. 1764 §2(part), 1982)

17.44.150: MORE THAN ONE USE ON A LOT:

Whenever a single lot or parcel contains different activities requiring different off street parking and loading specifications, the overall requirement shall be based on the sum for all such uses calculated separately. (Ord. 1764 §2(part), 1982)

17.44.160: RIGHT OF WAY NOT INCLUDED:

Property within the right of way of a public street shall not be included in satisfying the minimum required parking spaces or loading berths. (Ord. 1764 §2(part), 1982)

17.44.170: TANDEM SPACES AND BERTHS:

On any lot containing three (3) or more off street parking spaces, a vehicle shall not have to cross another parking space, or a loading berth, to gain access to a required parking or loading space. Exception:
   A.   Tandem parking may be permitted for nonresidential uses if it is determined by the Planning Director or designee that a full time parking attendant will supervise the parking arrangements at all times during normal operation hours.
   B.   This requirement shall not apply to parking areas serving single-family or duplex dwelling units. (Ord. 3674 §24, 2021: Ord. 3127 §33, 2003: Ord. 2934 §71, 1999: Ord. 2070 §6, 1987: Ord. 1764 §2(part), 1982)

17.44.175: REQUIRED PAVING:

17.44.180: MAINTENANCE AND USE OF OFF STREET PARKING AND LOADING SPACES:

Off street parking spaces and loading berths required by this chapter shall be surfaced as specified in section 17.44.310 of this chapter, and shall be maintained in accordance with the off street parking standards of the planning department. 17.44.190: OFF SITE PARKING OR LOADING:

Whenever any required off street parking or loading spaces are located on a lot other than the lot containing the use served, pursuant to section 17.44.250 of this chapter, the owner or owners of both lots shall prepare and execute to the satisfaction of the city attorney, an agreement, to be approved by the city council and filed with the county recorder, guaranteeing that such parking and/or loading spaces will be maintained and reserved for the use served for the duration of said use. In the event said agreement is a lease agreement, acceptable to the city with such additional terms as the city may deem necessary between the owner(s) of the lot containing the use served and the lot containing the off site parking spaces, then upon expiration of the lease or any extended term approved by the city, the owner shall provide adequate off street parking or pay fees in lieu thereof if the use served has not ceased or changed such that off street parking is no longer required, then the owner(s) must provide alternative off street parking spaces equal to the amount then required by city ordinances when the lease expires or alternatively pay fees in lieu thereof pursuant to this code. 17.44.195: RESTRICTION OF USE:

   A.   The required off street parking spaces and driveways shall not be used for any purpose which would, at any time, preclude the use of the area for the temporary storage of motor vehicles.
   B.   No residential lot or portion of a residential lot shall be used for parking or storing of more than one commercial motor vehicle and said vehicle may not exceed a one ton capacity.
   C.   No area may be used and counted both as a required parking space and a required loading berth. (Ord. 3403, 2011)

17.44.200: CALCULATION RULES:

The required number of off street parking spaces is subject to the following calculation rules:
   A.   Fractional Spaces: Whenever the computation of the number of off street parking spaces results in a fractional parking space, one additional parking space shall be required for one-half (1/2) or more fractional parking space, and any fractional space less than one-half (1/2) shall not be counted.
   B.   Number Of Employees: When the parking requirement is based on the number of employees, the number of spaces shall be based on the number of employees typically engaged in the specified activity during the largest shift of the peak season.
   C.   Number Of Doctors: When the parking requirement is based on the number of doctors, the number of spaces shall be based on the number of such doctors typically engaged in the activity during the peak daily period.
   D.   Number Of Seats: When the parking requirement is based on number of seats, each twenty (20) linear inches of seating or seven (7) square feet of floor area where no fixed seating is provided shall be counted as one seat.
   E.   Bicyclist Accommodations: The planning director may authorize a fifteen percent (15%) reduction in the number of required off street parking spaces for developments or uses that make special provision to accommodate bicyclists. Examples of accommodations include enclosed bicycle lockers, employee shower facilities and dressing areas for employees. A reduction in parking may not be granted merely for providing outdoor bicycle parking spaces. (Ord. 3403, 2011)

17.44.210: EXCEEDING MINIMUMS:

The requirements prescribed in this chapter are minimums. Parking and loading spaces and dimensions thereof in excess of these minimums are permitted. Parking provided in excess of these minimums shall be subject to the design standards contained herein provided however that certain educational uses may provide temporary parking spaces in excess of the minimum that are not subject to the mandatory design standards contained in this chapter as provided in section 17.44.050 of this chapter. 17.44.220: DETERMINATION BY PLANNING DIRECTOR:

In the case of activities for which the Planning Director or designee is required to prescribe a number of parking spaces or loading berths, the director’s determination shall be based on the following:
   A.   Traffic generation;
   B.   Location and hours of operation of the activities;
   C.   Extent and frequency of loading operations thereof; and
   D.   Such other factors as affect the need for off street parking and loading.
Any such determination shall be subject to appeal pursuant to the administrative appeal procedure commencing at section 17.09.705 of this title. (Ord. 3674 §25, 2021: Ord. 3127 §34, 2003: Ord. 2934 §73, 1999: Ord. 1764 §2(part), 1982)

17.44.225: SHARED USE PARKING:

   A.   The planning department may, upon written request by the owner or lessee of any property, authorize the shared use of parking facilities under the conditions specified herein:
      1.   Up to fifty percent (50%) of the parking facilities required by this section for a use considered to be primarily a daytime use as shown in the examples in table A of this section may be provided by the parking facilities of a use considered to be primarily a nighttime use or vice versa, provided, that the shared parking area shall be subject to the conditions set forth in subsections A4 through A6 of this section.
      2.   Up to one hundred percent (100%) of the Sunday and/or nighttime parking facilities required by this section for a church or auditorium incidental to a public or parochial school may be supplied by parking facilities required for the school use, provided, that the shared parking area shall be subject to the conditions set forth in subsections A4 through A6 of this section.
      3.   The distances between the required off street parking spaces and the use it serves shall be as set forth in section 17.44.250 of this chapter.
      4.   The applicant shall demonstrate to the satisfaction of the Planning Director or designee that there is no substantial conflict in the principal operating hours of the buildings or uses for which the shared use of the parking facility is proposed.
      5.   Parties jointly using off street parking facilities, as provided for herein, shall execute a legal easement regarding their shared use agreement. The agreement shall run with the land and not be terminable without authorization being given by the City Council, based upon changed conditions.
      6.   Changes of use require reevaluation of shared use parking. Any subsequent change in land uses within a mixed use development will require proof that sufficient parking will be available.
   B.   For the purposes of this chapter, the following table provides examples of shared use parking that will be permitted between the uses or activities listed below as having primarily daytime or evening hours of operation:

17.44.230: OFF STREET PARKING, LOADING BERTH, AND DISPLAY LOT DESIGN STANDARDS:

Except as provided in section 17.44.050 of this chapter, off street parking spaces, loading berths, and display lots shall be subject to the design standards specified in this chapter and to the off street parking design standards of the planning department. (Ord. 3403, 2011)

17.44.240: SIZE OF SPACES:

The sizes of off street parking spaces for residential and nonresidential uses shall be as follows:
   A.   Off street parking spaces, other than parallel and compact spaces, shall be a minimum of nine feet (9') wide and twenty feet (20') deep. However, parking spaces in the downtown core district may be a minimum of eight feet (8') wide by eighteen feet (18') deep.
   B.   Compact parking spaces as set forth in section 17.44.430 of this chapter shall be a minimum of seven and one-half feet (71/2') wide and fifteen feet (15') deep.
   C.   Parking spaces located parallel to and adjoining private driveways shall be a minimum of eight feet (8') wide and twenty three feet (23') deep (see design specifications in section 17.44.580 of this chapter).
   D.   For unenclosed parking spaces, the sides of which abut a building, fence, landscaping or other obstruction, add two feet (2') to the width of the parking space, for perpendicular (0 degrees) parking spaces, add one foot (1') to the width of angle parking spaces. 17.44.250: LOCATION OF OFF STREET PARKING AND LOADING BERTHS:

   A.   Off Site Parking: Whenever required off street parking spaces and/or loading berths are located off site, the distance between the required off street parking and the use it serves may not exceed the following standards:
      1.   Parking spaces for residential uses shall not be located off site.
      2.   Parking spaces for civic, commercial and service uses shall be located on the same lot as the activity served or, within four hundred feet (400') of the lot containing the activity being served and within a zoning district that permits public parking lots.
      3.   Parking spaces for any wholesale and industry uses shall be located on the same lot as the activity served or within five hundred feet (500') of the lot containing the activity being served and within a zoning district that permits public parking lots.
   B.   Prescribed Distances: When a maximum distance is prescribed from the lot containing the activity served to another lot on which off street parking is to be provided, the distance shall be measured in a straight line from the external boundary of the lot containing the activity being served to the nearest boundary of the lot containing off site parking spaces.
   C.   Off Street Loading: Loading berths for an activity shall be located on the same lot as the activity served, or on a contiguous lot within the same or less restrictive zoning districts.
   D.   Off Street Loading Abutting Residential District: When a loading berth abuts a residential zoning district, the loading berth shall be located at least one hundred feet (100') from the edge of the residential zoning district; or there shall be a buffer yard pursuant to subsection 17.06.830B of this title. 17.44.260: MANEUVERING AISLES AND DRIVEWAYS:

Maneuvering aisles and driveways shall be provided for all required parking spaces and loading berths. (Ord. 2070 §13, 1987: Ord. 1764 §2(part), 1982)

17.44.270: USABILITY:

All required off street parking spaces shall be designed, located, constructed and maintained so as to be fully and independently usable and accessible at all times, except as provided for in section 17.44.170 of this chapter. (Ord. 1764 §2(part), 1982)

17.44.280: ACCESS TO STREETS:

   A.   The parking area shall be planned so that vehicles leaving the parking area and entering a public right-of-way shall have the opportunity to exit in a forward direction. This requirement shall not apply to any parking area serving four (4) or fewer dwelling units.
   B.   Vehicular access to streets will be permitted only in accordance with approved driveway locations and access design.
   C.   All driveway approaches shall be set back from the side property line by a minimum of five feet (5') and there shall be a minimum of ten feet (10') between driveway approaches except as allowed by the policy adopted by resolution of the City Council. No more than fifty percent (50%) of frontage may be used for driveway approaches. See City of Coeur d'Alene standard drawings for location of driveway approaches, definitions and details.
      1.   Residential: Individual residential driveway approaches shall be a minimum of sixteen feet (16') wide and a maximum of thirty six feet (36') wide.
      2.   Other Approaches: For all other activities, driveway approaches shall be a minimum of eighteen feet (18') wide and a maximum of forty feet (40') wide.
      3.   Exceptions: Emergency vehicle facilities, including fire stations and ambulance services, may exceed these maximum allowable curb cuts and widths upon approval of the City Engineer or engineer's designee.
   D.   Driveway approach location(s) shall be approved by the City Engineer. Driveway approach(es) shall not be closer than twenty feet (20') from the end of the curb radius or planned curb radius, when approaching an intersection, or closer than ten feet (10') from the end of the curb radius, or planned curb radius, when leaving an intersection. All approach construction shall comply with the City of Coeur d'Alene standard drawings and specifications. Driveway approaches are not allowed within the functional area of a signalized intersection without the approval of the City Engineer.
   E.   Driveways and traffic aisles providing access to garages, carports and open parking areas serving two (2) or fewer dwelling units shall be a minimum of ten feet (10') in width. For all other residential uses, driveways and traffic aisles providing access to garages, carports and open parking areas shall be a minimum of twelve feet (12') in width for one-way traffic and a minimum of twenty four feet (24') in width for two-way traffic.
   F.   Ribbon driveways on private property that consist of two (2) wheel tracks with a turf median are allowed for single family dwellings, in lieu of a fully paved driveway, provided that landscaping is planted and maintained in between the ribbons. Each wheel track shall be surfaced in compliance with the requirements of this chapter and shall be at least two feet (2') in width. (Ord. 3600, 2018)

17.44.290: MAXIMUM GRADES PERMITTED:

   A.   Except for residential uses of four (4) or fewer dwelling units, wherever access is from a street, alley or driveway to any off street parking area serving any use, the driveway shall have a grade limitation not to exceed City driveway grade standards.
   B.   In parking lots where grades exceed five percent (5%), the City Engineer or engineer's designee may require that a grading plan showing the usability of all parking spaces be provided. (Ord. 2934 §77, 1999: Ord. 2070 §15, 1987: Ord. 1764 §2(part), 1982)

17.44.300: MAXIMUM BACKING DISTANCE:

All off street parking spaces and all required off street loading facilities on any lot shall be designed and located so that a vehicle need not back up more than one hundred feet (100') from any such parking space or loading berth to reach a street. (Ord. 2070 §16, 1987: Ord. 1764 §2(part), 1982)

17.44.310: PAVING:

   A.   All parking areas, driveways and maneuvering areas shall be paved and permanently maintained with asphaltic concrete, Portland cement concrete or concrete paver blocks, permeable pavers, grasscrete, grassgrid, or similar material as approved by the City Engineer.
For single-family and duplex residential primary uses, paving shall be provided for the required parking spaces and the required driveway, or for the driveway area from the property line facing the street to the rear wall of the residence, whichever meets the requirements.
   B.   All parking spaces required for accessory uses on parcels in residential zoning districts shall be paved and permanently maintained with asphaltic concrete, Portland cement concrete, traffic bearing concrete paver blocks or similar grasscrete type concrete blocks.
   C.   Display lots or those portions of display lots which must be paved to meet the requirements of this chapter shall be paved and permanently maintained with asphaltic concrete, Portland cement concrete, chip seal or other durable, dustless surface, as approved by the City Engineer or engineer's designee.
   D.   Temporary construction parking lots must be maintained with a dustless surface, approved by the City Engineer, capable of preventing tracking of mud or dirt onto public streets. (Ord. 3600, 2018: Ord. 3181 §2, 2004: Ord. 2934 §78, 1999: Ord. 2239 §9, 1989: Ord. 1764 §2(part), 1982)

17.44.315: PAVING OF DISPLAY LOTS:

   A.   All display lots used for the purpose of sale, rental, storage, or lease of cars, trucks, recreational vehicles, boats or other vehicles excluding those listed in subsections B and C of this section shall meet the paving requirements of section 17.44.310 of this chapter.
   B.   All lots used for mobile home sales or storage shall require maneuvering areas and driveways be paved but shall allow the use of maintained graveled, dustless, weed free areas for the display area used for mobile homes.
   C.   All display lots whose primary use is the sale, rental, or lease of heavy mobile equipment, including, but not limited to, tractors, farm implements, logging and construction equipment, where the tires, cleats and/or tracks of the equipment are found to be capable of breaking a paved surface, shall be allowed to use maintained graveled, dustless, weed free areas for the parking and display of heavy equipment. Gravel must be four inches (4") in depth at the minimum and meet Idaho standard 802.01/2 for three- fourths inch (3/4") minus crush material. (Ord. 2239 §10, 1989)

17.44.320: LIGHTING:

Any lights used to illuminate parking spaces or driveways shall be designed and located to direct light into the interior of the property. (Ord. 1764 §2(part), 1982)

17.44.330: SCREENING:

Whenever unenclosed off street parking spaces or any parking structures are located directly adjacent to a street right of way, or abutting a property line, they shall be screened in accordance with the applicable regulations established in the relevant zoning district or in chapter 17.06 of this title. This requirement shall not apply to parking areas or structures serving four (4) or fewer dwelling units. (Ord. 3379 §9, 2010)

17.44.340: REDUCTIONS TO DRIVEWAY WIDTHS AND TURNING RADII:

Minimum driveway widths and turning radii are prescribed by the international fire code and the city of Coeur d'Alene fire department. Such widths and radii may be reduced to the specifications shown in section 17.44.580 of this chapter; provided, that:
   A.   Approval of the fire chief is obtained; and
   B.   All portions of the exterior walls of the first story of a facility are within the prescribed minimum distance as set forth in the international fire code. (Ord. 3096 §39, 2003: Ord. 1764 §2(part), 1982)

17.44.430: PARKING SPACES:

Up to twenty five percent (25%) of the required parking spaces may be provided to accommodate parking of compact cars; providing, that:
   A.   If the total number of required parking spaces is less than ten (10), no compact car spaces shall be provided;
   B.   If the total number of required parking spaces equals ten (10), then one parking space may be for compact cars. For each four (4) spaces in excess of ten (10), one space for compact cars may be provided;
   C.   Such spaces are integrated into the parking lot design; and
   D.   Such spaces are clearly marked for such use. (Ord. 2070 §23, 1987: Ord. 1764 §2(part), 1982)

17.44.440: PARKING AREA DESIGN:

   A.   The off street parking area shall be designed so that a car having entered the parking area will not have to enter a street or cross a sidewalk to move from one location to any other location within the parking area or premises.
   B.   Wheel stops shall be provided for parking spaces along any property line abutting a public walkway, street or alley, except where screening or landscaping is installed.
   C.   At a street opening, the point of exit or entry from any off street parking space shall not be closer than twenty feet (20') from a street curb or a planned street curb, to provide stacking for one vehicle. (Ord. 2070 §24, 1987: Ord. 1764 §2(part), 1982)

17.44.450: LANDSCAPING:

Landscaping of parking areas shall be provided in accordance with the provisions of the applicable regulations established in the relevant zoning district or in chapter 17.06 of this title. In all cases, space within the off street parking area not utilized for driveways, maneuvering areas, parking stalls or walkways shall be landscaped. Landscaped areas shall be separated from paved driveway, parking spaces and maneuvering areas by a barrier or curb. (See section 17.44.330 of this chapter.) (Ord. 3379 §10, 2010)

17.44.460: PARKING AREA NOTICES AND DIRECTIONAL INSTRUCTIONS:

Parking area notices and directional instructions either as signage or lettered on the paved surface of driveway and parking areas are permitted for parking facilities serving all nonresidential uses, and for parking facilities serving four (4) or more residential dwelling units. Such parking notices may contain the name of the owner or occupant of the property and only such words and symbols that are directly related or essential to parking or the direction of vehicular traffic within the parking area and access driveways, and shall not exceed two (2) square feet in area per notice. 17.44.470: STRIPING:

Except for temporary construction parking lots, where four (4) or more parking spaces are required, each parking space shall be designated by a four inch (4") wide painted line defining the driver's side of each space for its entire length. (Ord. 3181 §3, 2004: Ord. 1764 §2(part), 1982)

17.44.480: REQUIREMENTS GENERALLY:

The off street loading berths set forth in sections 17.44.490 through 17.44.540 of this chapter are required in all zoning districts for the specified uses when occupying facilities of the indicated sizes. (Ord. 1764 §2(part), 1982)

17.44.490: SIZES OF OFF STREET LOADING BERTHS:

   A.   For commercial, and wholesale/industrial uses, each required off street loading berth shall not be less than ten feet (10') in width, thirty five feet (35') in length, and fourteen feet (14') in height, except that the height requirement may be waived upon receipt of evidence that such height is not necessary.
   B.   For service uses, each required off street loading berth shall not be less than nine feet (9') in width, and twenty feet (20') in length. All loading berths for service uses shall be located within thirty feet (30') of an entrance to the building, and shall be marked. (Ord. 3403, 2011)
