Columbiana City Zoning Code

   Nothing contained in this Zoning Code shall hinder the construction of a building or prohibit its use when construction has started before the effective date of this Zoning Code (Ordinance 74-O-128, passed October 17, 1974), provided that its foundations have been put in place before such date and provided, further, that such building is completed within two years from such date.
