Village Residential VR District

§ 320-46 Purpose.

A. 
Parts of Main Street to the northeast of the downtown area, to the east and west of Main Street, Orchard Hills and nearby areas, and the eastern parts of Stone Hill Road and Valley Road are similar to the village area in terms of their small lots, narrow side and front yards, and instances of older architecture. However, these areas do not have the mix of residential and nonresidential land uses that characterize the village. Therefore, the Village Residential District is created to recognize that such areas have different physical conditions from surrounding areas, but a broad mix of land uses is not appropriate.
B. 
The Village Residential District differs from the Village Mixed-Use District primarily because the VR District allows a narrower range of land uses, and forms a transition between the higher-density Village District area with surrounding lower-density residential areas.

§ 320-47 Permitted uses.

A. 
Agriculture, forestry, timber harvesting.
B. 
Double-family farm dwellings, subject to the provisions of § 320-81.
C. 
Family day-care facilities for not more than six children.
D. 
Home occupations (no-impact), subject to the provisions of § 320-84.
E. 
Public parks and playgrounds.
F. 
School and related uses.
G. 
Single-family detached dwellings.
H. 
Passive recreation use.

I. 
Accessory uses and structures customarily incidental to the uses listed above, when in conjunction with those uses and when conducted on the same lot.

§ 320-48 Special exceptions.

The following uses are permitted when special exceptions are granted by written approval of the Zoning Hearing Board. In granting any special exception, the Board may attach such reasonable conditions and safeguards, in addition to those expressed in this chapter, as it may deem necessary to implement the purposes of this chapter.
A. 
Accessory apartments, subject to the provisions of § 320-101.
B. 
Adaptive reuse of existing structures, residential conversion units, subject to the provisions of § 320-117.
C. 
Barns or stables for horses (on lots less than five acres), subject to the provisions of § 320-104.
D. 
Bed-and-breakfast, subject to the provisions of § 320-105.
E. 
Day-care facilities for more than six children, subject to the provisions of § 320-107.
F. 
Farm-related business, subject to the provisions of § 320-111.
G. 
General (nonprofessional) home occupation, subject to the provisions of § 320-118.
H. 
Places of worship, subject to the provisions of § 320-125.
I. 
Riding school, horse-boarding facility, subject to the provisions of § 320-128.
J. 
Accessory uses and structures customarily incidental to the uses listed above, when in conjunction with those uses and when conducted on the same lot.
K. 
Uses substantially similar to permitted or special exception uses, subject to the provisions of § 320-134.

§ 320-49 Height and area regulations of principal buildings.

Bulk, lot, height and other area regulations shall be based on the provision of private or public water and sanitary sewer facilities, as follows (developments using public or community sanitary sewer and/or water service shall have primary vehicular access from a major or minor collector road):

§ 320-50 Height and area regulations for accessory structures.
