No building or structure shall hereafter be erected or altered to exceed the height, to accommodate or house a greater number of dwelling units, to occupy a greater percentage of lot area, or to have narrower or smaller rear yards, front yards or side yards than that specified herein for the district in which such building or structure is located.

No part of a required yard or other open space about any building required for the purpose of complying with the provisions of this chapter shall be included as part of a yard or other open space similarly required for another building.

No lot shall be so reduced in size that its area or any of its dimensions or open spaces shall be smaller than required by this chapter.

In their interpretation and application, the provisions of this chapter shall be held to be minimum requirements adopted for the promotion of the public health, safety and general welfare.

Any uses not specifically permitted shall be deemed to be prohibited.

Regardless of any other provisions of this chapter, any use that is noxious or offensive by reason of emission of odor, dust, noise, vibration, smoke, gas, fumes or radiation, or which presents a hazard to public health safety is prohibited.

The keeping of all livestock except those animals commonly kept as pets within the primary dwelling shall be prohibited. This provision shall not apply to animals being rehabilitated by a person licensed by the New York State Department of Environmental Conservation as a wildlife rehabilitator.

No effluent or matter of any kind shall be discharged into any stream or body of water which violates established stream standards of the New York State Department of Environmental Conservation, or otherwise causes objectionable odors or fumes, or which is poisonous or injurious to human, plant or animal life.

The practice of soil stripping shall be limited to incidental filling of areas within the City to bring them up to grade, except insofar as is necessary or incidental to excavations for cellars and other structures.

No use shall be permitted which will produce corrosive, toxic or noxious fumes, glare, fire explosion, electromagnetic disturbance, radiation, smoke, cinders, odors, obnoxious dust or waste, undue noise or vibration or other objectionable features so as to be detrimental to the public health, safety or general welfare, unless conducted under proper and adequate standards.

Dumping or storage of material in a manner that facilitates the breeding of vermin or endangers health in any way shall not be permitted.

The construction, installation and operation of outdoor furnaces are hereby prohibited within the City of Corning.

No soil erosion sedimentation shall leave the site during construction or development activities.
