ARTICLE XXVI

Affordable Housing Site Zone

§ 275-86 Regulations.

The following regulations apply to the Affordable Housing Site Zone:
A. 
Principal permitted use: four for-sale family units of affordable housing with deed restrictions as required by COAH regulations.
B. 
Permitted accessory uses: none.
C. 
Conditional uses: none.
D. 
Minimum area and development requirements.
(1) 
Minimum lot area: 10,000 square feet
(2) 
Minimum required setbacks:
(a) 
Front yard: 15 feet.
(b) 
Side yard: 10 feet.
(c) 
Rear yard: 20 feet
(3) 
Maximum building height:
(a) 
Principal building: 2 1/2 stories or 35 feet as determined by Code § 275-39A, whichever is less.
(b) 
Accessory structures: 15 feet.
E. 
Other requirements.
(1) 
Infrastructure. All residential units shall be served by public sewer and centralized water systems.
(2) 
Off-street parking. Two parking spaces per dwelling unit shall be provided and shall be located a minimum distance of five feet from any property line. Each space shall be at least nine feet by 18 feet in size.
(3) 
Low- and moderate-income housing. A total maximum of one one-bedroom unit and one three-bedroom unit low-income and two two-bedroom units moderate-income as provided by COAH regulations shall be permitted.
(4) 
The minimum level of acceptability, design and construction of the project shall meet or exceed the standards of the United States Department of Housing and Urban Development for minimum property standards of multifamily housing.
(5) 
The property shall be used and maintained without trespass upon adjoining properties.
(6) 
Access to each unit shall be provided without passing through any other living units.
(7) 
Each building shall have direct and adequate pedestrian access from the project parking areas.
(8) 
The primary entrance shall be designed to meet the access requirements of the physically handicapped.
(9) 
Site plan review. During site plan review, the following criteria shall be given consideration:
(a) 
The function and visual relationship between dwelling units and adjacent existing developments.
(b) 
Orientation of buildings so as to take advantage of passive solar heating and summer breezes while minimizing exposure to winter winds.
(c) 
Pedestrian walkways which are linked to off-site walkway networks.
(d) 
Minimization of glare, noise and visual intrusion of parking lots to external roadways and adjacent properties through plantings.
(10) 
The architecture and construction outside shall be as required by Article XXV, § 275-85G, that is primarily brick or stone facade.
