ARTICLE VII

GENERAL DEVELOPMENT CONDITIONS

Sec. 30-231.- Preliminary plan; responsibility of developer.

The developer shall be responsible for providing to the city a preliminary plan, approved by the county planning commission, of acceptable scale, indicating lot location and configuration and preliminary design of the water system.

Sec. 30-232. - Costs assumed by developer.

The developer will bear all costs associated with planning, engineering, construction, inspection and placing into service, the water system.

Sec. 30-233. - Submission of plans; approval.

The developer shall, upon approval of the preliminary plans and before initiating any water utility construction, submit plans and specifications signed and sealed by a state registered engineer for approval by the state environmental protection division, department of natural resources (EPD), and the city engineer. Work shall not begin before written approval is received from city and the EPD.

Sec. 30-234. - Use of contractors; bonds and insurance.

Contractors for water utility construction shall be acceptable to the city. Contractors without previous satisfactory local experience may be required to provide bonds and insurance.

Sec. 30-235. - Compliance with EPD standards.

Lines shall not be placed in service until complying with EPD standards, including testing and disinfection.

Sec. 30-236. - As-built plans.

As-built plans, including detailed location of all valves, shall be provided by the developer satisfactory for approval by the city engineer.

Sec. 30-237. - Warranty.

All work shall be warranted for defects and failure for one year from the date placed in service under full city and EPD approval.

Sec. 30-238. - Standard specifications.

Work shall be performed under the standard specifications provided to developers, as applicable for the work for which their application is filed.
