Parking
§ 295-56 Purposes.
The purpose of this article is to adequately provide for the parking needs of all uses in the Borough, to reduce traffic congestion on public streets by getting parking off streets and to allow faster emergency access. The secondary purposes include setting reasonable standards and providing reasonable controls to assure sufficient parking capacity for the various land uses in the Borough.
§ 295-57 Applicability.
A.
General. Off-street parking spaces shall be provided in accordance with the requirements in § 295-58 below.
B.
Change or extension of use. Whenever a structure is altered or a use is changed or extended which increases the parking requirements of this chapter, then the total additional parking required for the alteration, change or extension shall be provided in accordance with this section.
C.
Existing uses and structures. No building or use of land in existence prior to the effective date of this chapter shall be subject to the requirements in § 295-58 so long as the kind or extent of use is not changed so as to require additional parking.
D.
Provision and retention of facilities. All required parking facilities shall be provided and maintained so long as the use exists which the facilities were designed to serve. Off-street parking facilities shall not be reduced in total extent except when such reduction is in conformity with this article.
§ 295-58 Required parking ratios.
A.
Any building or structure erected, altered or used and any lot used or occupied for any of the following purposes shall be provided with the minimum number of parking spaces set forth below, together with adequate driveways and street access:

B.
Where a use is not specifically listed in this chapter or no parking standards are provided for that use, the Zoning Hearing Board shall apply the standards of the most similar use to determine the number of parking spaces required.

§ 295-59 General regulations for off-street parking.
A.
No off-street parking area shall be used for any use that interferes with the availability of parking spaces for the parking needs it is required to serve.[1]

B.
In any residential district, the parking, storing or standing of any passenger motor vehicle, commercial motor vehicle, bus, trailer, boat, motorcycle, motor scooter or other similar device in front of the building line shall be prohibited, unless such vehicle is parked on a driveway.
C.
No commercial motor vehicle with more than a single rear wheel axle may be stored on a lot in a residential district, unless such vehicle is stored in a private garage. Only one such commercial vehicle shall be stored on a lot in a residential district.
D.
Parking or storage of disabled or partially dismantled or junk cars, trucks, boats or other vehicles shall be permitted on a lot for a continuous period of not more than five days.
E.
The size of parking spaces shall be nine feet by 18 feet.

F.
The size of loading spaces shall comply with the dimensions noted in Section 808.1 of the County Subdivision and Land Development Ordinance.
