CHAPTER 10

PUBLIC FACILITIES P-F ZONE

15-10-1: PURPOSE:

The purpose of this zone is to provide consistency with and implement policies related to those locations which are designated public facility and Federal government on the general plan land use map and in the general plan text. The Public Facilities (P-F) Zone is established to provide adequate space for community facilities of a public or quasi-public nature in locations best suited to serve the needs of the community, to protect that land from intrusion by other uses, and to set forth those development standards necessary to ensure that such uses will be compatible with surrounding land uses. 15-10-2: PERMITTED USES:

The following uses are permitted in the P-F Zone:
   A.   Flood control facilities, including, but not limited to, spreading grounds, settling basins and drainage facilities.
   B.   Municipal, County, State or Federal governmental buildings such as City Hall, library, court facilities or fire stations.
   C.   Public or quasi-public educational facilities such as schools and administrative offices.
   D.   Public parking lots or structures.
   E.   Public recreational facilities.
   F.   Public utilities.
   G.   Other similar uses approved by the Director of Community Development, as provided by chapter 22 of this title. (Ord. 1212, 11-16-1993; amd. Ord. 1315, 1-18-2000; Ord. 1620, 11-17-2020; Ord. 1639, 9-20-2022)

15-10-3: PERMITTED ACCESSORY USES:

   A.   Any use customarily incidental to a permitted use.
   B.   Roof-mounted solar energy systems.
   C.   Small and medium-scale ground-mounted solar energy systems.
   D.   Other similar uses approved by the Director, as provided by chapter 22 of this title. (Ord. 1212, 11-16-1993; amd. Ord. 1315, 1-18-2000; Ord. 1620, 11-17-2020; Ord. 1639, 9-20-2022; Ord. 1648, 6-21-2023)

15-10-4: USES SUBJECT TO CONDITIONAL USE PERMIT:

The following uses are allowed subject to obtaining a conditional use permit, as provided by chapter 23 of this title:
   A.   Assembly halls.
   B.   Charitable institutions.
   C.   Private recreation.
   D.   Publicly owned facilities such as warehouses and storage yards.
   E.   Other similar uses approved by the Director of Community Development, as provided by chapter 22 of this title. (Ord. 1447, 10-5-2010; Ord. 1620, 11-17-2020; Ord. 1639, 9-20-2022)

15-10-5: SITE DEVELOPMENT STANDARDS:

All uses in the P-F Zone shall comply with the development standards of this section.
   A.   Lot Area: No minimum requirement. (Ord. 1212, 11-16-1993)
   B.   Height:
      1.   The permissible height limit shall be the average height of all zones which abut the property.
      2.   A maximum grade differential of eight feet (8') is permitted on sloping lots. The vertical height which exceeds the maximum grade differential limit is included in measuring the maximum building height. On sloped lots, a segmented grade plane may be applied to different portions of a building.

   C.   Setbacks:
      1.   Front Yard: The minimum front setback shall be the average front yard setback for the zones which abut the property.
      2.   Side Yard: The minimum setback shall be the average side yard setback for the zones which abut the property.
      3.   Rear Yard: The minimum setback shall be the average rear yard setback for the zones which abut the property.
 
   D.   Walls And Fences: Walls and fences shall comply with the requirements of section 15-2-4 of this title.
   E.   Lot Coverage: The permissible lot coverage shall be the average lot coverage of all zones which abut the property. (Ord. 1212, 11-16-1993)

15-10-6: LANDSCAPING:

Five percent (5%) of the at grade total vehicular use area shall be landscaped. Landscaping shall conform to chapter 15A of this title. (Ord. 1245, 2-6-1996)

15-10-7: OFF STREET PARKING AND LOADING SPACES:

Off street parking and loading spaces shall be provided as required by chapter 15 of this title. (Ord. 1212, 11-16-1993)

15-10-8: SIGNS:

Signs in the P-F Zone shall comply with the requirements of chapter 18 of this title. (Ord. 1212, 11-16-1993)
