ARTICLE XIII
Community Impact Statement
§ 220-82 Applicability.
Every application for preliminary subdivision approval of major subdivision.
§ 220-83 Standards for preparation of impact statement.
Each preliminary application shall be a accompanied by a community impact statement analyzing the proposed development and its expected impact upon existing facilities and services in the Township. The information furnished in the impact statement shall serve to influence the design of the proposed development so that the provision of the necessary municipal facilities can be anticipated and coordinated with the proposed development. The community impact statement shall be prepared in accordance with the methodologies and standards set forth in the most recent edition of the Practitioner's Guide to Fiscal Impact Analysis, Burchell Listokin, Dolphin, published by Rutger's Center for Urban Policy Research.
§ 220-84 Contents of impact statement.
The community impact statement shall address the following areas:
A.
Population impact. The applicant shall provide an analysis of the number of residents expected to be added to the municipal population as a result of the proposed development within the following age cohorts:

B.
School impact. The applicant shall provide an analysis of the anticipated number of students which would be added to the student population in the Township, the ability of the existing public school facilities to absorb the expected student population during a ten-year time frame and the expected cost of any additional construction and teaching staff which might be necessary as a result of the development. This analysis shall be submitted to the Superintendent of the Township School 45 days prior to a hearing, and the applicant shall present any response/assessment by the Superintendent as part of the Impact statement.
C.
Emergency services.
(1)
The applicant shall provide an analysis of the anticipated impact on the Township's emergency service capability. This analysis shall include both number and percent increase in calls, and all special factors which will impact on the Township's ability to provide these services.
(2)
Special factors would include: access, water availability, time to respond.
D.
Roads and traffic. The applicant shall provide an assessment of the drainage maintenance, road maintenance, and snow removal efforts required by year for five years after completion of the project. In addition, the traffic impact segment of the Code shall be completed and included in the community impact statement.
E.
COAH. The applicant shall provide an assessment of the COAH impact of the project and proposed remediation.
F.
Financial impact. The applicant shall provide an analysis of the revenues expected to be generated from the development over a five-year period after completion. These revenues shall be compared to the major categories of community impact cost.
G.
Water and nitrate dilution impact. The applicant shall provide an analysis of the before and after effect of the nitrate dilution of the project. The water impact shall assess the impact of usage versus recharge of the project and shall provide an assessment of surrounding property well depths and impact on surrounding property's water supplies.
H.
Agriculture. The applicant shall identify all farming activity in the surrounding properties within 200 feet of the property and identify the potential positive and negative impacts that the development might have on these surrounding properties.
