Examine all applications to the Construction Code Official for building permits which involve an expansion, addition or alteration of the premises or structure(s) thereon, or any change of use, or new use, as to compliance with this chapter. The Zoning Officer shall require two sealed plot plans with an embossed seal prepared by a New Jersey licensed professional engineer, land surveyor or architect drawn to scale and showing the size and location of all existing and proposed buildings, structures and other facilities sufficient to enable him to determine whether all zoning requirements are met. The requirements for sealed plot plans may be waived by the Zoning Officer for additions, alterations or accessory structures to existing single-family dwellings and a sketch prepared by the owner or applicant accepted in lieu thereof. Where a question arises as to size, location or other zoning requirements, he may require a sealed location survey. The Zoning Officer shall have the right to enter any building or premises during business hours in the course of duty after proper notification to the property owner or occupant of the property. In all cases, other than an accessory structure, involving new construction of an improvement, a sealed location survey shall be provided. In the event that the new construction is an accessory structure, the Zoning Officer, at his discretion, may require a sealed survey if deemed necessary to make a proper evaluation.
