This chapter shall be know and may be cited as the "Zoning Ordinance of the Borough of Freedom." The map herein referred to, which is identified as the "Zoning Map of the Borough of Freedom," and all the explanatory matter thereon are hereby adopted and made part of this chapter.[1]

In order to avail itself of the powers conferred by this chapter, the Borough Council shall appoint a commission of five citizens, to be known as the "Planning Commission of Freedom Borough," to recommend the boundaries of the various original districts and appropriate regulations to be enforced therein of the Zoning Ordinance. Such Commission shall make a preliminary report and hold public hearings thereon before submitting its final report, and such Council shall not hold its public hearings or take action until it has received the final report of such Commission. At least 30 days prior to the submission of such recommendations (of the Zoning Ordinance) to the Borough Council, the Planning Commission shall submit the proposed ordinance to the County Planning Commission for recommendations.

Before voting on the enactment of a Zoning Ordinance, the Borough Council shall hold a public hearing thereon, pursuant to a public notice. The vote on the enactment by the Borough Council shall be within 90 days after the public hearing.

Public notices of the proposed Zoning Ordinance shall include either the full text thereof or a brief summary setting forth the principal provisions in reasonable detail and a reference to a place within the borough where copies of the proposed ordinance may be examined, in addition to the time and place of hearing.

After enactment, if the advertisement of a Zoning Ordinance is required by other laws respecting the advertisement of ordinances, such advertisement may consist solely of a reference to the place or places within the borough where copies of such ordinance shall be obtainable for a charge not greater than the cost thereof and available for examination without charge. Zoning Ordinances may be incorporated into official ordinance books by reference with the same force and effect as if duly recorded therein.
