A. The Open Space (O-S) zone is intended to permit and recognize areas within the city boundaries that provide for an aesthetic, recreational or environmental benefit to the community. Such benefit may be direct or indirect, active or passive, and actual or perceived.
B. Open space can include any public or private property; however, the minimum lot area for any designated open space area shall be two acres.
C. The intent of the zone is to provide for permanent open space in the community by limiting development in areas which are so located, configured or possessed of such natural, geologic or wildlife resources that total development thereof would compromise the health, safety and general welfare of the community.
D. The Open Space (O-S) zone satisfies the statutory requirement of Section 65910 of the California Government Code that requires zoning consistency with the Open Space Element of the General Plan.

15.27.020. Sub-zones.
This zone shall be separated into sub-zones to delineate the nature of the particular types of open space being preserved and recognized by the application of this zone. The sub-zone will be identified by a two-letter suffix after the O-S base designation. All areas with an Open Space (O-S) zone will also have a sub-zone. Sub-zones shall be as follows:
A. CM - Cemetery.
B. FE - Flowage Easement.
C. GC - Golf Course.
D. GH - Geologic Hazard Area.
E. GL - Greenbelt Links.
F. HA - Hillside Area (excessively steep for structural development).
G. PP - Public Park.
H. PR - Private Open Space.
I. PS - Public School.
J. PU - Public Utility Use.
K. UP - Undesignated Public Land.
L. VP - View Park.
M. WH - Wildlife Habitat.

15.27.030. Permitted uses.
Uses in the Open Space (O-S) zone shall be limited to the following:
A. Non-commercial agricultural uses excluding cannabis cultivation as defined in Chapter 15.04.
B. Flood control facilities.
C. Public parks, playgrounds and recreational areas.
D. Public educational facilities.
E. Existing oil production facilities (when a long-term overall phasing plan to eliminate such facilities and convert to another use permitted by this chapter is submitted and on file).
F. Installation of new oil wells or other oil field facilities more than 300 feet from a property with a residential zone classification, subject to approval by the Director of Development Services. The Director shall approve new facilities proposed within 150 feet of a wildlife habitat sub-zone only when a finding may be made that there will be no substantial adverse impact upon, and specifically no "take" of, the wildlife habitat. The Director's decision may be appealed to the Planning Commission pursuant to Chapter 15.76 of this title.

15.27.040. Conditionally permitted uses.
The following uses may be permitted in all areas with an Open Space (O-S) zone except the O-S-WH sub-zone, subject to the approval of a Conditional Use Permit pursuant to Chapter 15.70 of this title.
A. Commercial agricultural uses excluding cannabis cultivation as defined in Chapter 15.04.
B. Cemeteries.
C. Golf course, including clubhouses or other structures accessory to golf courses.
D. Commercial uses incidental to the operation of recreational facilities, such as food concessions.
E. Commercial horse stables and incidental accessory uses, subject to all requirements and regulations of Subsection 15.55.030.C of this title.
F. Commercial recreational uses.
G. Radio, television, microwave relay, cellular telephone towers.
H. Public and private campgrounds.
I. Installation of new oil wells or other oil field facilities within 300 feet of a residential zone.
J. Non-educational public buildings and facilities.

15.27.050. Wildlife habitat sub-zone (O-S-WH).
A. Any area with an O-S-WH sub-zone shall be bound by any and all state or federal restrictions and monitoring requirements attached to the preservation of applicable threatened or endangered species on the site.
B. No new structures or new oil facilities are permitted in the O-S-WH sub-zone.

15.27.060. Review procedure for property with an O-S
A. Any improvements on property with an Open Space (O-S) zone that are publicly held shall be subject to a review pursuant to Chapter 15.25 of this title.
B. Any improvements on property with an Open Space (O-S) zone that is privately held shall be subject to a review as a Site Plan pursuant to Chapter 15.47 of this title.
