PARKING REQUIREMENTS

§ 155.145 OFF-STREET PARKING REQUIRED.

   In an effort to alleviate undue congestion on city streets, to protect the public's interest and investment and to insure the traffic carrying capacities of our streets, off-street parking and loading spaces shall be required for all land uses. If ambiguity arises concerning the number of spaces required, the classification shall be the same as for a comparable use as determined by the Enforcing Officer. If the applicant is aggrieved by the decision, a request for formal determination by the Zoning Board of Appeals may be made. The following requirements shall be used when computing parking unless modified by the approving authority.

§ 155.146 SIZE AND LOCATION.

   Off-street parking spaces shall be a minimum of nine feet in width and not less than 20 feet in length. If covered, seven feet in height shall be provided. There shall be no parking in the required front yard, with the exception of single-family detached houses and two family duplex land uses.

§ 155.147 DUAL USE PROHIBITED.

   No off-street parking spaces required for any building or use for the purpose of complying with the provisions of this chapter shall be included as part or the off-street parking space required for another building or use unless approved by the Zoning Board of Appeals.

§ 155.148 SURFACING.

   All parking spaces and access drives shall be improved with an all weather surface or equivalent surface and shall be graded and drained to dispose of all surface water accumulation within the area.

§ 155.149 DESIGN.

   All one-way drive lanes shall be a minimum of 12 feet in width, and all two-way drive lanes shall be a minimum of 20 feet in width.

§ 155.150 PARKING REQUIREMENTS FOR INDIVIDUAL USES.

   (A)   If ambiguity arises concerning the appropriate classification of a particular use within the meaning and intent of these requirements, it shall be the duty of the Enforcing Officer to interpret the appropriate classification. If the applicant is aggrieved to the decision, a request for final determination by the Zoning Board of Appeals may be made.
   (B)   The following are parking ratios for computing the number of parking stalls for specific uses:

      6. Private clubs                  3.0 each 4 members
      7. Hotels and motels               1.0 per guest room plus

      1. All uses                  5.5 spaces per 1,000 sq. ft. GPA or 2 stalls for every 3 people per shift, but in no event less than 2 spaces per every 1,000 sq. ft. of GFA.
   (C)   As used in this chapter, the word “seat” shall mean any chair, stool or bench, movable or stationary, intended to be sat in or on by one individual and shall not include any seat or seating located outside the enclosed building of the restaurant which is seasonal in nature.

§ 155.151 LOADING SPACES.

   All business and professional establishments shall have one off-street loading space for each 10,000 square feet of gross floor area.

§ 155.152 PARKING PLAN REQUIRED.

   (A)   All land uses in all zoning districts, with the exception of single-family detached houses and two-family duplex uses, prior to the issuance of a building permit, shall have an approved parking plan. The plan, drawn to scale, submitted in duplicate, may be approved by the Enforcing Officer and must show the following:
      (1)   Boundaries of the property where the proposed use is to be located;
      (2)   Purpose, size, location and use of the structure for which the parking spaces are required; and
      (3)   Layout of driveways, parking and loading spaces.
   (B)   No parking shall be permitted in the required front yard and must be adequately screened from adjacent residential districts. The plan for screening must be approved by the Enforcing Officer.
   (C)   One copy of the approved parking plan shall be retained by the Enforcing Officer and one copy shall be returned to and retained by the applicant.
