ARTICLE XII
Satellite Antennas
§ 162-71 Short title.
This article shall be known as the "Satellite Antenna Ordinance of the Borough of Glenolden."
§ 162-72 Purpose.
The purpose of this article shall be to establish regulations governing the installation, maintenance, use, size and location of satellite antennas within the Borough of Glenolden, Delaware County, Pennsylvania.
§ 162-73 Administrative standards.
Whenever, in the course of the administration and enforcement of this article, it is necessary or desirable to make any administrative decision, the decision shall be made so that the result will not be contrary to the spirit and purpose of this article or injurious to the surrounding neighborhood.
§ 162-74 General regulations.
A.
Permits.
(1)
Prior to the installation, maintenance or use of any satellite antenna, a permit application shall be made with the Zoning Officer.
(2)
All such permit applications must comply with the applicable provisions of § 162-67 of the Glenolden Code, which addresses permits and permit applications. If the permit application is for a ground-mounted satellite antenna, the permit application must also be accompanied by a landscaping and/or fencing plan. If the permit application is for a roof-mounted satellite antenna, the permit application must also:

Location.
(1)
Except as hereinafter provided, ground-mounted satellite antennas shall only be permitted in a side yard or in a rear yard.
(2)
In the event that a usable satellite signal cannot be obtained by a ground-mounted satellite antenna, a satellite antenna may be placed on the roof of the building located on the lot.
C.
Type of use; setbacks; size; grounding.
(1)
The satellite antenna is to be considered an accessory structure and is thereby subject to all zoning requirements applicable to such structures.
(2)
The height of a ground-mounted satellite antenna shall not exceed 18 feet.
(3)
The combined height of a roof-mounted satellite antenna and the existing building on which it is mounted shall not exceed the maximum allowable building height for the applicable building.
(4)
The diameter of any satellite antenna shall not exceed 10 feet.
(5)
Every satellite antenna must be adequately grounded for protection against a strike of lightning.
D.
Screening. All ground-mounted satellite antennas shall be screened by landscaping or fencing which is sufficient to provide a visual barrier to the greatest extent possible without preventing the satellite antenna from obtaining a usable satellite signal. All such landscaping or fencing shall be approved by the Zoning Officer, whose approval shall not be unreasonably withheld.
E.
Number of antennas per lot. No more than one satellite antenna shall be installed or maintained on any one lot, and the use of a satellite antenna shall be limited to that lot on which it is located.
§ 162-75 Severability.
This article and the various parts, sections, subsections, paragraphs, sentences, clauses and phrases thereof are hereby declared to be severable. If any part, section, subsection, paragraph, sentence, clause or phrase is adjudged to be unconstitutional or invalid by a court of competent jurisdiction; such adjudication shall not affect the validity of the remainder of this article.
