ARTICLE XVI

Fees

§ 300-73 Fees established; permit issuance.

Fees established.
For a permit for the removal of a building or structure from one lot to another or to another location within the same lot, the fee shall be $10.
For a permit for the demolition of a building or structure, the fee shall be $5 for the first $1,000 of demolition cost, or fraction thereof, and $2 for each additional $1,000 of demolition cost, or fraction thereof.
A fee of $3 for each $1,000 or fraction thereof shall be charged for each zoning permit.
State Environmental Quality Review (SEQR) process:
Full form environmental assessment form review: $100.
Draft environmental impact statement: $500, plus $10 per page over 20 pages.
Final environmental impact statement: $250, plus $10 per page for new material.
Engineering review fees: cost plus $50 coordination fee.
Site plan, special permit and planned unit development:
Conceptual review: $50.
Residential.
One- or two-family: $75.
Multiple dwelling: $100 plus $10 per unit.
Mixed use: $125 plus $10 per dwelling unit and $75 per commercial/industrial use.
Commercial/industrial (based on value of project):
Up to $10,000: $75.
$10,001 up to $100,000: $200.
$100,001 up to $500,000: $400.
$500,000 and above: $700.
Area variances:
One- and two-family: $75.
Multiple dwellings: $100.
Mixed use: $100.
Commercial/industrial: $125.
Use variances:
One- and two-family: $100.
Multiple dwellings: $125.
Mixed use: $150.
Commercial/industrial: $175.
Interpretation: $75.
Subdivision.
Conceptual review: $50.
Residential.
Minor (two lots): $50.
Major (over two lots): $100 plus $10 per lot.
Commercial/industrial: $100 plus $25 per lot.
NYS General Municipal Law (GML) § 239 coordination fee: $50.
Any other reviews required by either the Planning or the Zoning Boards subsequent to another chapter of the City Code (i.e., Maintenance Code, Historic Preservation): $50.
All monies collected shall be placed in the proper planning and zoning accounts to help cover any and all out-of-pocket expenditures by the City relative to the activities of the Planning or the Zoning Boards (i.e., letters, public announcements, engineering fees, county planning services).
The term "estimated cost," as used in this section, means the reasonable value of all services, labor and materials and use of scaffolding and other appliances or devices entering into and necessary to the prosecution and completion of the work to ready a building or structure for occupancy, provided that the cost of excavation or grading, and of painting, decorating or other work that is merely for embellishment or not necessary for the safe and lawful use of the building or structure, is not deemed a part of such estimated cost.
No permit, as required by this chapter, shall be issued until the fee prescribed shall have been paid, nor shall an amendment to a permit be approved until the additional fee, if any, due to an increase in the estimated cost of the building shall have been paid.
