Except as otherwise provided for in this Subsection, the requirements for off-street parking of the City of Green Park Zoning Code shall be implemented with regard to the minimum dimensions in the following table:

In the event that the desired parking angle is not specified by the above table, the Commission may specify other equivalent dimensions associated with the desired parking angle by interpolating from dimensions listed in the table.

A stall dimension of eight and one-half (8½) feet by eighteen (18) feet or equivalent may be utilized for off-street parking stalls provided in excess of the minimum requirements as set forth in this Section when designated for compact car use.

On-site parallel parking stall shall be nine (9) feet by twenty-two (22) feet adjacent to a twenty-two (22) feet two-way lane or fifteen (15) feet one-way lane.

Curbed islands are required at ends of aisles where necessary for traffic control or drainage.

In addition to the above parking and loading requirements, the following standards shall apply:

Where fractional spaces result, the parking spaces required shall be the next whole number.

In the case of mixed uses, the parking spaces required shall equal the sum of the requirements of the various uses computed separately.

Whenever a building or use constructed or established after the enactment of this Chapter is changed or enlarged in floor area, number of employees, number of dwelling units, seating capacity or otherwise to create a need for an aggregate increase of ten percent (10%) or more in the number of existing parking spaces, an amended site plan showing such spaces shall be submitted for approval on the basis of the enlargement or change. Whenever a building or use existing prior to such date is reconstructed or is enlarged to the aggregate extent of twenty percent (20%) or more in floor area, an amended site plan shall be submitted for approval showing that the building or use, in its entirety, complies with the parking requirements set forth in this Chapter.

Such lot shall be surfaced either with five (5) inches of concrete or with not less than six (6) inches of compacted crushed stone overlayed with not less than one and one-half (1½) inches of compacted asphaltic concrete or any surfacing that is equal or superior to either of these types.

Adequate provision shall be made for the disposal of stormwater and the Metropolitan Sewer District shall insure that such water shall not flow onto adjoining property or adjacent sidewalks in a quantity or manner that would be detrimental to adjoining properties or adjacent sidewalks or inconvenient to persons using the sidewalk.

On all parking lots fronting or abutting on any street in the City, the location, width, method of construction and grades of entrances and exits to and from the lot shall be subject to the site and/or development plan approval procedure, but there shall not be more than one (1) entrance and one (1) exit, or one (1) combined exit and entrance, along any one (1) street unless the same is deemed necessary for the alleviation of traffic congestion and preventing interference with traffic movement along such street; provided further, that in the case of any parking lot located at the intersection of two (2) or more streets any one of which shall be in the City, the Board of Aldermen shall have the authority to require that the entrance and exit shall be limited to one (1) of such streets or shall have authority to prohibit entrance and exit on one (1) of such streets or to require that the exit shall be on one (1) street and the entrance on another and to control the direction of turn into and from such lots. In making its determinations under this Subparagraph, the Board of Aldermen shall take into account the relative traffic congestion on the two (2) streets, visibility, interference with traffic movement of such entrances and exists, location of the building being served by such lot, pedestrian traffic and traffic safety on the streets abutting on such proposed parking lot.

The location of each parking space and the location and direction of movement along the driveways providing access thereto shall be indicated by painting upon the surface, by raised directional signs or by markers or other similar measures placed in the surfacing where required by the Commission.

Wherever the parking lots are to be used during darkness, a system of lighting shall be installed to provide an adequate standard of illumination over the entire parking lot. All lights, other than publicly installed street lights, shall be located and installed to reflect the light away from abutting properties zoned for or developed with residential structures and shall be shielded so that minimum glare will extend to adjacent property. Maximum five-tenths (0.5) foot-candles at the property line. The construction and operation of lighting shall meet the recommendations of the City Engineer and the Commission and be approved by the Board of Aldermen.

A lighting study shall be performed at applicant's expense and submitted with the original submittal of any plan for a parking lot. Unless otherwise approved by a development plan, mast-carried luminaries shall not exceed eighteen (18) feet in height.

The applicant shall indicate on its plan where it proposes the planting of trees, shrubs or grass and the Commission shall review and recommend appropriate landscaping for the site to be approved by the Board of Aldermen, except where the City deems that such planting will not be in the best interests of the City.

In the event that any parking space or area shall front on any street, there shall be provided a minimum setback from the street easement of ten (10) feet. No parking shall be permitted in such setback area. Such setback area shall be so constructed, landscaped or fenced so as to prevent any portion of any parked car from intruding, invading or overhanging any portion of such setback area. Such proposed construction, landscaping or fencing shall be submitted in writing to the Building Commissioner at the time of the application for a building permit or for the use of such area and must be approved before such area can be used. Such setback area shall be constructed and maintained as a greenbelt suitably planted and such proposed planting shall be submitted in writing to the Building Commissioner for his/her approval as to planning construction and entrances at the time of application for a building permit and must be approved before such area can be used. All such construction and planting shall be satisfactorily completed before an occupancy permit is issued. The owner shall maintain the landscaping in the strip (including replacement of dead or dying plantings) and keep it properly cut and trimmed.

The parking lot shall be maintained in a manner to keep it as free as practicable from dust, paper and other loose particles and snow and ice shall be promptly removed by the operator. All adjacent sidewalks shall be kept free from dirt, ice, sleet and snow and in a safe condition for use by pedestrians. All signs, markers or any other methods used to indicate direction of traffic movement and location of parking spaces shall be maintained in a neat and legible condition. Likewise, any walls, trees and shrubbery, as well as surfacing of the parking lot, shall be maintained in good condition throughout its use for parking purposes and the Board of Aldermen shall have the authority to prohibit the use of the area for parking purposes unless and until proper maintenance, repair or rehabilitation is completed.

No residential property may be used as off-street parking space for any "CC", "PLI" or "PO" commercial property.

Any waste receptacle or dumpster located on a parking lot shall be screened with a six (6) foot high opaque fence made of masonry or wood or a simulated wood product.

Every building or part thereof erected or occupied for retail business, or any other use similarly involving the receipt of distribution by vehicles of materials or merchandise, shall provide and maintain, on the same premises, loading space in accordance with the following requirements:

Service or loading areas shall be accommodated entirely on-site for each parcel.

Loading docks and service areas are not permitted on a street side of a building unless approved as a part of the development plan. As a requirement of the development plan process, the areas should be screened from view with landscape (solid wall, fence or evergreen plantings) or architectural elements designed as part of the building or structure. Enclosures and service elements such as loading doors shall be integrated with the building elevation design so as to minimize the visual impact of such elements. The design of the trash enclosures must be shown on the development/site plan.

The City may limit the hours of loading and unloading, depending upon location and surrounding property use(s).

Parking only on hard surface. No parking shall be permitted on residential property except on a hard-surfaced driveway or other hard surface. "Hard-surfaced" shall be defined as a surface such as asphalt, concrete or brick pavers.

Standards for residential driveways. From the street curb to the existing right-of-way, driveways shall be paved in accordance with Section 410.250(C) of the Green Park Municipal Code. From the edge of the right-of-way and inside tile property lines, driveways shall be paved full width with concrete a minimum of four (4) inches in thickness placed on four (4) inches of rolled stone base or, if paved with asphaltic surfacing, such surfacing shall be a minimum of three (3) inches of thickness over a six (6) inch rolled stone base.

Exception. Notwithstanding anything herein, single-family or two-family lot owners with gravel driveways existing on the effective date of this Subsection may continue to use their gravel driveways in their current condition and may receive upon written application and good cause shown to the Board of Aldermen an exception to this Subsection allowing them to repair, maintain, regrade and/or replace the gravel in such driveway.

Setbacks and property lines. No new driveway for a single-family or two-family dwelling shall be located closer than five (5) feet to any side or rear property line except that if the existing driveway was constructed within the setback, the owner may replace the driveway to its present dimensions, but in no case shall the driveway cross any property line.

Curb cuts. No single-family detached dwelling lot shall be allowed more than one (1) curb cut per dwelling.

Driveway/impervious coverage. No new driveway, addition to a driveway, proposed circular driveway, or expansion of a driveway on any single-family or two-family dwelling lot shall be permitted if the lot's site (or impervious) coverage (as defined in Section 405.060) exceeds fifty percent (50%) of such lot.

Maximum width. Subject to all applicable site/impervious coverage requirements, driveways shall have a maximum width of twenty-six (26) feet or the width of the opening of the garage door, but in no case may a driveway exceed thirty (30) feet in width.
